This position is being filled under the DHA for Certain Personnel of the DoD Workforce; Section 1109, NDAA FY20, Public Law 116-92. This position is part of the Mission Support Component, Defense Media Activity. The incumbent will be responsible for providing news, information, and entertainment to U.S. forces worldwide to promote and sustain unit and individual readiness, quality of life and morale.

Duties

This position is being filled under Secretary of Defense for Personnel and Readiness (USD(P&R)) Memorandum, "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23, 2023. Section 9905 of title 5, U.S. Code. As a IT Specialist (NETWORK) at the GS-2210-12 some of your typical work assignments may include: Serves as an IT Specialist (NETWORK) in the Mission Support Component of the Defense Media Activity (DMA) responsible for analysis, planning, design, implementation, documentation, assessment, and management of enterprise network solutions to align IT strategy, plans, and systems with the mission, goals, structure, and processes of the Component. Serves as a technical IT network advisor to the Director/Senior Architect and the primary liaison/ spokesperson with private industry, military services, and data systems personnel to ensure that IT initiatives managed/monitored in the Directorate are consistent throughout DMA. Maintains effective liaison with key stakeholders, systems users, IT industry and customer representatives. Develops policies and procedures affecting IT management and provides IT advice and guidance regarding a variety of systemic, technical, and administrative issues to employees, DMA operating officials, and end users throughout the various DMA regions. Responsible for reviewing and providing solutions to DMA network infrastructure. Directly engages in the requirements development, validation and service transition phases of requirements being processed through Mission Support's Enterprise Architecture and Requirements teams. Serves as Contracting Officer's Representative (COR) for assigned contracts. Interprets requirements in contract delivery task orders, works directly with the contractor to develop solutions, monitoring contractor performance on deliverables such as IT solutions involving systems and infrastructure, and reports related to the design, delivery and/or sustainment of same.

  • Must be able to obtain and maintain a secret security clearance. Failure to obtain or retain a secret security clearance may result in termination of employment.

  • Position may be filled as a term appointment NTE 4 years. May be converted to permanent after this period but is not guaranteed.
  • Term appointments may be extended up to a maximum of ten years; and noncompetitive conversion of employees on term appointments to career-conditional or career appointments under specific conditions.

Qualifications

You may qualify at the GS-12 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below: Planning and coordinating a wide range of activities designed to insure and to protect IT systems, services, and capabilities. Monitoring and evaluating vulnerabilities of automated information systems to prevent, assess and resolve risks associated with firewalls and security policies. Analysis and evaluation of IT network systems performance, technology rollout planning and insertion using least disruptive practices, cybersecurity principles, concepts and practices, programs, and issues of the Information System Security Management (ISSM) program area. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
