As a Building Service Specialist, you will manage and evaluate building operations to achieve customer permissions while directing the implementation of the best options/solutions.
The Services Center Division is dedicated to the operations, maintenance and technical support of the region’s facilities providing work environments, allowing tenants to focus on their core missions and business. We are currently filling two vacancies, but additional vacancies may be filled as needed.
Duties
Develops and implements strategies to optimize building performance and support investment decisions, assimilating varied information relating to overall physical condition of building,operating costs, lifecycle cost analysis and building efficiency in relation to energy and utilities measures, building systems and equipment, physical condition surveys, environmental riskindices, service call history, etc.
Develops and authorizes contract and lease quality assurance support programs on behalf of the customer agency and in line with all applicable requirements with respect to contract support activities.
Administers and approves various types of contracts and can serve as either the Contracting Officer's Representative (COR) or the Contracting Officer's Technical Representative (COTR) on various contracts including but not limited to construction projects, building services (mechanical, custodial), design and construction projects and term contracts.
Assesses the impact of all phases of the contractor's work on customers and their operations, simultaneously ensuring sensitivity to the customer's needs and the technical adequacy of the work being performed.

The GS-11 salary range starts at $73,690 per year. and the GS-12 salary range starts at $88,324 If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected (2024 General Schedule Pay Table).
GS-11To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is providing technical assistance in the maintenance of building operating systems, coordination of construction projects, and administration of contracts for moderately complex building projects.
OR
Education may be substituted for specialized experience: Have a master's (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements).
OR
2 academic years of progressively higher level graduate education; and/or at least one year of specialized experience equivalent to the GS-7 level in the Federal service.
OR
Have a combination of graduate education and specialized experience that when combined together meet the qualification requirements of this position.
GS-12To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is performing complex operational planning to direct and control daily operations overseeing and ensuring the execution of quality assurance programs for the assigned territory managing work performed by a staff who performs technical and analytical work applying diverse knowledge of highly complex and varied commercial building/facilities operational and maintenance systems and equipment. This experience must include: Developing, implementing, evaluating and analyzing energy procedures and guidance related to the efficiency of commercial office buildings.
