As a Program Manager you will serves in areas within Energy and Sustainability within Public Buildings Service. Location of position: Public Buildings Service, Energy and Sustainability, in Kansas City, MO.We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Analyzes building conditions and equipment operating plans and procedures and applies energy efficient standards by studying the operating characteristics of the building energy consuming systems and associated equipment. Determines causes of deficiencies, analyzes possible methods of correction, and recommends changes as necessary to include retrofitting or altering systems to make them more energy efficient to reduce energy costs, improve performance standards and reduce energy usage. Develops effective operating plans for plant operators to follow. Analyzes and develops demand-side management agreements with utilities to provide alternative funding resources through utility incentive programs and services for the agency. Reviews new construction plans and project directives to ensure that the proposed design includes features that are conducive to effective and economical energy management operation, and green design. Keeps updated on new materials/new systems/equipment/guidelines/regulations as applied to energy conservation, sustainability and recycling. Provides technical assistance and consultation to the building management, design and construction, real estate and portfolio divisions, and other agencies.

The GS-13 salary range in Kansas City, MO starts at $105,029 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify you must have one year of specialized experience equivalent to at least the GS-12 level of Federal Service. Specialized experience is providing direction and support for an energy management program and services related to facility operations and project implementation. This experience must include interpreting and applying energy and water conservation laws/policies to achieve compliance with Federal, state and local requirements; identifying and implementing energy conservation measures (tactical); energy audits; analysis of energy consumption/cost; and using tact and influence in negotiating due diligence activity with authorities.
