This position is located with the Bureau of Indian Affairs, Great Plains Region, Great Plains Regional Office, Office of the Regional Director, Deputy Regional Director - Indian Services, Division of Facilities in Aberdeen, South Dakota.

NOTE:
TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
Duties
Providing the planning and implementation of facility maintenance and operations including buildings, grounds, utilities, and mechanical equipment.
Eliminate deficiencies, install new equipment, and improve mechanical and utility systems.
Administers P.L. 93-638 contracts for major and minor alterations and repairs.
Performs administrative functions which include budgetary responsibilities, planning, design, construction, operations and maintenance functions.
Conducts continuing inspection of plant facilities and insures that proper operating procedures are being utilized.
Inspects, analyzes and evaluates progress of all Facility management programs to meet compliance.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (Office of Personnel Management Operating Manual, Qualification Standards for Administrative and Management Positions; and Individual Occupation Requirements for GS-1640: Facility Operations Services Series)
GS-7: 1 year of specialized experience* equivalent to the GS-5 grade level but not limited to; providing a wide variety of administrative support functions of an office to include answering questions on program processes and procedures; drafting and proof reading correspondence; data entry activates into Microsoft Access database applications; creating and maintaining Microsoft Excel spreadsheets; verifying, reconciling and rectifying documents, preparing budget cost estimates and justifications; reconciling fiscal reports; review travel vouchers; preparing time and attendance; purchasing supplies and services in accordance with detailed purchase regulations; experience in using the MAXIMO data base system.
OR
EDUCATION: 1 full year of graduate level education or superior academic achievement**.
GS-9: 1 year of specialized experience equivalent to the GS-7 grade level in the Federal service (obtained in either the public or private sector) that includes but not limited; providing a wide variety of administrative support functions of an office including providing program technical assistance and advice; drafting and proof reading correspondence; maintaining accurate record keeping; gathering, extracting researching and reviewing program records and data/information from various sources; maintaining a Microsoft Access database system; creating and maintaining Microsoft Excel spreadsheets; performing fact finding, problem analysis and problem solving task; experience in using the MAXIMO data base system; experience in reviewing vendor pay request, experience in preparing requisitions for service and construction projects; evaluating budget needs based on several factors and data; properly holding and using a Government credit card; reviewing travel documents for accuracy and compliance with regulations.

EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education*** leading to such a degree or LL.B. or J.D., if related.
GS-11: 1 year of specialized experience equivalent to the GS-9 grade level in the Federal service (obtained in either the public or private sector) that includes but not limited to; this experience must work which involved Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; or Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

EDUCATION: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., with major study in Engineering, Industrial Arts, Property Management, or Business Administration.
*SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
**SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.
***GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
