This position is located in the Financial Management Service at the Fargo VA Healthcare System - Fargo VA Medical Center in Fargo, ND. The primary purpose of the Assistant Financial Manager is to assist the Chief Financial Officer (CFO) in everyday management responsibilities in close relationship with the Facility Director, staff, and operating officials from the various Services of the Medical Center.
Duties

The Assistant Financial Officer serves as a full assistant to the Chief Financial Officer (CFO) and functions in an acting capacity in the absence of the CFO, technically responsible for the full range of fiscal activities, acting on self-initiative in recognizing problem areas or issues for the VA Healthcare System and Community Based Out-patient clinics. Major duties and responsibilities include but not limited to:
Assisting the CFO by advising of current historical data necessary for formulating the annual budget program to the Associate Medical Center Director
Acting for the CFO in resolving most internal matters within the Service, keeping the CFO advised daily on such actions
Participating with the CFO and other management officials in formulating major operating policies and plans for the budget period and developing local budget instructions and policies for use
Understanding of VERA, staying up to date with methodological changes to VERA, and supervising VERA Coordinator
Supervising the Agent Cashier personnel in the proper disbursement and collection of public and private funds in accordance with regulations of the Department of Veterans Affairs and the US Treasury Department
Supervising the Chief Accountant and applying experience in professional accounting and a mature and extensive grasp of the integrated accounting system
Working with the accounting section and ensures a comprehensive accounting system, including asset, liability, expense, income, budgetary and capital accounts
Participating in the oversight of fiscal quality and assurance programs and other auditing requirements
Assisting the CFO in the development of a responsive system of reporting general management and financial data
Supervising the Auditor as well as assisting in conducting an internal audit program to ensure that financial policies and procedures of the station are being followed and are effective
Supervising the payroll supervisor and ensures that payroll services are conducted in compliance with statutory requirements and agency regulations
Supervising the Facility Travel Coordinator and ensuring that travel services are conducted in compliance with statutory requirements and agency regulations
Providing financial services to a large, complex medical center which serves multiple Outpatient Clinics and Community Based Outpatient Clinics (CBOC)
Providing administrative and technical supervision for the following departments: Administrative Officer, Management Assistant, Financial Auditor, Agent Cashiers, Payroll Supervisor, Chief of Accounting, Chief of Budget, and Travel Coordinator
Performing other duties as assigned
Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications
Basic Requirement: The following are basic requirements for appointment as an Assistant Financial Manager in the Veterans Health Administration (VHA), which all applicants must met.
Basic Education: Bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") Basic Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following. (UNOFFICIAL TRANSCRIPT AND/OR CLEAR DETAILS OF EXPERIENCE REQUIRED: If you do not submit the required document, your application may not be reviewed.)
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph Basic Education, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Minimum Requirement: In addition to meeting the basic requirements one of the following minimum requirement criteria must be met to be qualified for this position.
Specialized Experience (GS-13): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-12) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: experience applying the concepts, principles, practices, laws, regulations of budgeting and/or financing; and financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the employing entity and/or between the organization and programs of other Federal, State, and local governments, private industry, and large public organizations; experience applying the policies, precedents, goals, objectives, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution; and experience utilizing various computer software applications that are used in the analysis of financial data.
