The primary purpose of this position, LOGISTICS MANAGEMENT SPECIALIST GS-0346-13, is to serve as a logistics management specialist directing, developing, implementing, or functioning as part of a logistics management operation in support of assigned systems, programs, or major equipment.
Duties
Serve as managements primary point of contact in providing technical guidance and oversight to a specific dept functional area/group.
Provide technical guidance, advisory support, and assistance.
Responsible for the development of integrated Depot Supply Chain Management (DCSM) plans for the full supportability of depot maintenance, repair, and overhaul operations, and for planning, managing, and coordinating associated supportability assessments.
Represent the local Supply Chain Management Group with higher levels within the organization, a variety of installation and functional area organizations, and contractor organizations.
Serve as the focal point for planning, management, and coordination of logistics support.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. All eligibility and qualifications must be met by the closing date of this announcement however, this vacancy announcement may be used to fill other like vacancies within 120 days of the closing of this announcement and your eligibility requirements (e.g. time in grade) will be reevaluated.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes logistics policy, planning, developing, implementing, and managing comprehensive, affordable, and effective systems support strategy; assessing logistics procedures to perform supply chain contingency execution planning; crisis action planning processes, acquisition and functional transportation; logistics systems, logistics planning, supply and transportation policy. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of logistics management laws, principles and policies to lead teams through all facets of logistical planning and execution.
Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence operations.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
