You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in the COMMANDER NAVY REGION DIVISION of NAVAL STATION EVERETT. THIS IS A TERM APPOINTMENT NTE (NOT TO EXCEED) 366 DAYS, BUT MAY BE EXTENDED

Duties

You will enforce safety and occupational health standards according to federal Occupational and Safety Health (OSHA), Department of Defense (DoD), and other installation policy and directives. You will perform risk assessments of hazardous processes and working conditions to determine hazard control techniques that minimize or eliminate unsafe and unhealthful operations. You will prepare technical reports from safety surveys by compiling and analyzing survey data, identifying trends or pertinent safety issues from the data, and composing a written narrative offering recommendations for management to consider. You will create Plan of Action to mitigate identified Occupational Safety and Health/Environmental Safety (OSH/ES) program deficiencies.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing local standards, guidelines, standard operating procedures and instructions to identify and eliminate or control safety hazards; 2) Analyzing mishap data (maintenance shops, maritime work, military training) to determine origin and develop techniques to prevent or reduce the possibility of mishaps; 3) Analyzing construction standards, practices and techniques, materials, equipment and utilities systems to determine compliance with building safety standards and to develop effective control of work and equipment hazards. Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series PHYSICAL DEMANDS: The performance of assigned duties requires frequent inspection and surveys of areas assigned requiring extensive walking, standing, bending, crouching, climbing, lifting, etc. WORK ENVIRONMENT: The work is performed in a combination of field and office settings. During regular inspections and investigations in the field, the incumbent may be exposed to a variety of industrial hazards. The incumbent may be required to don personal protective equipment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
