You will serve as an ENGINEERING TECHNICIAN in the CELESTIAL REFERENCE FRAME DEPARTMENT of NAVOBSERV.
Duties
You will fabricate, modify, and test complex equipment used at the Naval Observatory, such as precise time measuring equipment, cameras, optical inferometers and telescopes.
You will create CAD drawings and work from rough sketches and verbal instructions and have enough familiarity with the work of the various departments to converse effectively with scientists or engineers.
You will repair instruments by fabricating replacement parts if not available, aligning and fitting those parts, finishing the surface and testing the assembly.
You will regularly check your work against specifications using templates, micrometers, gauges, indicators and comparators, to calibrate the instruments.
You will carry out the routine maintenance of the astronomical instruments located throughout the observatory grounds.
You will be expected to know how to maintain the tools of the instrument shop and the tools must be kept in good repair and clean.
You will work closely with the senior machinists and other Engineering Division personnel to provide mechanical design and fabrication input to further develop, document, produce and test designs.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the ENGINEERING TECHNICIAN, GS-0802-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience operating manual shop equipment in accordance with standard shop safety practices. Experience programming, setup, and operating computer numerically controlled (CNC) equipment. Experience designing and fabricating one-of-a-kind fixtures or instrumentation using CAD systems.
Experience performing maintenance to machining equipment, pneumatics, electrical control circuit repair or vacuum pump repair.
Experience troubleshooting and maintaining complex mechanical and electrical systems., which may require climbing to heights using ladders, cranes, and safety harnesses.
Experience communicating scientific and technical information in both verbal and written formats to a wide range of audiences from astronomy experts and peers to government or international experts.
Experience performing credit card purchases and maintaining purchasing invoices and receipts
