About the Position: This position is with the U.S. Army Corps of Engineers, North Atlantic Division, New York District, Operations Division, Physical Support Branch. The U.S. Army Corps of Engineers is the world's premier engineering organization.
Duties
Exercises initiative to develop equipment profiles, history, maintenance schedule, and related maintenance procedures from the time of purchase until retired or replaced.
Responsible for accounting data and status changes on all Work Orders for work to be performed anywhere on the project.
Determines appropriate purchase method to be used such as purchase order, blanket purchase agreement or Government Purchase Credit Card in accordance with approved dollar limit and regulations.
Knowledge of procurement regulations, policies and procedures.
Enters and reviews all data pertaining to each completed job to assure all information required is accurate and complete.
Provides procurement support by conducting BPA Calls, purchasing via GPC, monitoring the status of deliveries, reconciling invoices and uploading all pertinent documents in the electronic contracting file system.
Gathers information and analyze issues to recommend solutions to procedural problems such as the delivery of urgently needed items/service, or a contractor’s inability to meet delivery schedules.
Uses various communication techniques to interface with trades and craft workers, engineers, professional and technical personnel, administrative staff, and other to clarify information or instructions and solve discrepancies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary business travel (TDY) away from your duty station is required approximately 10% of the time.
- Obtain/Maintain DoD Goverment Purchase Card (GPC/VISA) within 6 months of hire.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: (1)Applying analytic and evaluative techniques to identify, consider and resolve issues or problems; (2) Process service orders to include understanding of work classification and assignment to correct accounts; and (3) Utilizing the control system to issue and schedule routine and cyclic maintenance, repair and replacement of all equipment, machinery and similar type items. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with a major study in engineering, industrial arts, property management, or business administration.(NOTE: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
