Duties

WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Project Management The following are the duties of this position at the full working level. Asset Management Plans: Develops AMP for one or more assigned territories which begins with development and continuous maintenance of an AMP for each portfolio asset assigned to the PS. Plan must consider acquisition, alteration, and disposal of IRS real property assets to support the IRS BODs with the space and infrastructure needed to deliver the IRS mission. Strategic Facility Plans & PMO Oversight: Once the AMP Strategies have been reviewed and approved by the Real Property and Realty Management Chiefs, the Strategic Space Planning (SSP) process begins. The annual SSP considers matters such as relocating, downsizing, acquiring new spaces, and how workspaces will be affected. As projects are implemented, the PS role becomes that of ensuring PMO executes the defined space strategy and GSA makes IRS space requirements a priority. GSA Liaison: Position is subject matter expert on the GSA Pricing Policy and is the IRS Liaison with GSA on all leasing and occupancy related issues and pricing policy disputes. PS is the technical authority for implementing real estate portfolio management policies. Work includes discussions and often negotiations with GSA Regions and often escalations to GSA HQ to ensure our concerns are addressed. PS also develops tracking sheets to control oversight of projects and meets periodically with GSA regarding ongoing space acquisition plans. These meetings allow the PS to ensure the IRS strategies are being followed and GSA timelines meet IRS needs and resolve any ongoing issues. Other duties: Various projects related to PS work such as data calls and procedural and process improvement duties.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE GS-13: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services. The ability to plan, organize, and control work involving diverse activities. Experience must include the ability to gain cooperation and coordinate the work of others. Skill in oral and written communications. he ability to provide sound authoritative technical, analytical, and consultative services for Senior Leaders by analyzing complex situations encompassing the full scope of real estate and facilities management related services, issues, and problems. Your experience must also demonstrate detailed knowledge of commercial real estate principles, practices, markets, and procedures sufficient to value interests in real property and evaluate lease proposals, rental rates, terms for initial space alterations and building quality, i.e., utility, efficiency, condition, performance, cost, etc. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
