This position serves as a Geologist in a BLM office. The employee is responsible for performing work that involves the knowledge and application of the principles of geology. The incumbent is responsible for planning, initiating, directing, and executing the minerals program activities.

Duties

As the Geologist in this position, you will: This position has responsibility for performing work that involves the knowledge and application of the principles of geology and is responsible for planning, initiating, directing, and executing the minerals program activities, including sales, permits and leases, to assure the orderly development and conservation of mineral materials, locatable and leasable minerals on public lands, and all the minerals on acquired lands. The geologist reviews industry operating plans for exploration, development, and extraction of minerals. The incumbent participates in or leads interdisciplinary team projects for minerals related actions, such as the development of environmental documents for the purpose of evaluating applications for free use permits, material sales, oil and gas leasing, geothermal resource leasing, exploration and development drilling, and mining plans of operation. The geologist prepares mineral reports on the salable and locatable mineral potential, based on field exams and literature searches and provides technical expertise in formulating surface protection stipulations, standards, and mitigating measures to reduce the adverse impacts of surface disturbing activities. Ensures on the ground compliance with these measures and prepares appropriate reports (e.g., inspection reports, surface use reports, mineral potential reports, etc.). The geologist reviews mining, prospecting and drilling plans for adequacy under Bureau standards. The employee processes applications for mining law, mineral materials, oil and gas, and non-energy mineral management. Investigates lands and mineral deposits involved, prepares reports leading to the issuance of permits and leases. Prepares letters of approval for plan of operations and notices with adequate provisions to protect the environment, prevent mineral waste, and reclaim disturbed lands.

Qualifications

Degree: Successfully completed a bachelor's or higher degree from an accredited college or university in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. OR B: A combination of education and experience, that includes course work as shown in A above [20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.] PLUS, appropriate experience or additional education related to this position. The quality of the combination of education and experience must be comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in one of the fields stated in A above. This combination must be sufficient to demonstrate the knowledge, skills, and abilities required to perform the duties of a professional Geologist. NOTE: You must submit copies of your transcripts. *AND* ADDITIONAL Requirement: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-09: Specialized Experience: Applicants must have one full year of specialized experience, comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) assisting with geological investigations to include data analyses, monitoring, scheduling, or project funding preparation; (2) applying standard geologic or geochemical techniques to acquire data and samples; (3) interpreting geological and geophysical data in order to evaluate geologic-related projects; (4) communicating technical information to others by developing print publications or giving oral presentations. OR Education: Have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university that included a major field of study or specific course requirements generally as stated in the basic education requirements. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR Combination: Have a combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-11: Specialized Experience: Applicants must have one full year of specialized experience, comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting geological investigations to include data analyses, monitoring, scheduling, or project funding preparation; (2) analyzing validity of geological procedures to correct errors and/or improve results; (3) reviewing geological procedures for compliance with safe operating procedures and statutory or regulatory requirements; (4) preparing geological reports or related studies to present to others orally or in writing. OR Education: Have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that included a major field of study or specific course requirements generally as stated in the basic education requirements. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR Combination: Have a combination of specialized experience and graduate level education that, when combined, equals 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of the first two years (36 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Education

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
