The primary purpose of this position is: To plan, manage, and administer comprehensive year-round youth physical fitness and sports programs and facilities used in conducting the activities at Air Force (AF) installations.
Duties
Plans, develops, organizes, and administers diverse, multi-faceted and comprehensive physical fitness and sports programs.
Responsible for procuring, storing, dispersing, repairing, replacing, and controls all youth sport and athletic equipment and supplies and maintains a variety of sport and fitness fields and facilities.
Acts as Chapter Director of the National Youth Sports Coaches Association (NYSCA) or certified clinician for volunteer and coach's training as mandated by Air Force directives.
Performs supervisory personnel management responsibilities.
Administers sports, fitness, and instructional resource programs.

- The work requires the employee to drive a motor vehicle. Incumbent must possess and be able to maintain an appropriate, valid driver’s license. An annual driving record check is required.

- Incumbent must be able to obtain First Aid, and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/ or holidays.

The employee must meet and maintain training requirements as outlined in applicable DoD and AF regulations.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes being responsible for the youth sports and fitness programs and applies available established policies and procedures and is innovative in establishing local program policies and procedures to implement youth sports and fitness programs and resolve situational problems and questions relating to program activities. The enhanced programs contribute to the overall physical, mental, and social development of participants. To define program impacts directly on the morale, welfare, recreation and quality of life of participants and the military community.

EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. The education must have been obtained in an accredited college or university.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of youth development theory, methodology, policy, practices, and procedures relating to physical, intellectual, social, and emotional development.
2. Knowledge of budget, financial, and resource management practices and procedures in relation to meeting program objectives and goals.
3. Knowledge of requirements involved in the qualifications and suitability of adults to work with youth.
4. Skill in the effective management of financial, physical, and human resources of youth center programs.
5. Ability to communicate effectively orally and in writing.
6. Ability to implement policies, practices, and procedures in program and safety management.
7. Incumbent required to obtain CDL with passenger endorsements within 120 days of employment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
