Duties
Serves as the senior nonsupervisory safety specialist performing the most difficult, complex, or controversial safety and occupational health issues.
Ensures implementation of safety program requirements to prevent the accidental loss of resources and recommends measures to eliminate or control hazardous practices and conditions which may cause mishaps.
Executes the planning, monitoring, and ongoing evaluation of the organization’s Safety Management System and Safety Programs.
Conducts Hazard analysis and program assessment of DLA operational procedures to ensure compatibility with safety standards.
Provides technical safety training to supervisors and employees using a wide variety of materials, publications, exhibits, protective devices, and visual aids.

Qualifications
To qualify for a Safety and Occupational Health Specialist your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Analyzing and evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Assisting with training sessions to educate personnel on Safety and Occupational Health matters
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands
Work requires some physical exertion, such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. May require lifting of moderately heavy items, such as record boxes and suppl es. This requires above average agility and physical dexterity to manipulate, access, or view desired components or locations.
Work Environment
Work involves frequent inspections and on-site visits of depot and industrial facilities at both CONUS and OCONUS locations which involves regular and recurrent exposure to hazards and discomfo1ts such as moving machine parts, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, varying terrain, and high temperatures. Protective equipment and clothing is needed as required by the assignment.
This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as EE or NCE. In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone.
The incumbent is subject to repeated deployments. Duration of deployment generally does not exceed six months with a possible dwell time of 12-18 months. The incumbent may be required to deploy as soon as 90 days from their return. The incumbent must sign the Statement of Understanding and Agreement for Expeditionary Civilian (EC) positions indicating at all times to meet and maintain readiness requirements and be fully equipped, trained and qualified to deploy. When not in a deployment status the work performed at your home station is to compliment the operations at the DLA Disposition Services location.

Substitution of education may not be used in lieu of specialized experience for this grade level.
