Duties
The United States Space Force (USSF) Space Systems Command (SSC) at Cape Canaveral Space Force Station is searching for a Chief, Security Forces Operations (NH-0080-03).
Description:
As the Chief of Operations, you'll oversee Security Forces Operations, ensuring the defense of critical resources against adversarial threats. Your responsibilities will include personnel management, directing base defense programs, and coordinating with key mission partners such as NASA and commercial launch providers.
Exercise supervisory personnel management responsibilities, plan work to be accomplished by subordinates, set and adjust short- and long-term priorities, and prepare schedules/prioritizes for completion of required work.
Provide guidance, counsel, and advice to employees on both mission and administrative (to include corrective/adverse actions and accountability) matters.
Provide oversight of recruitment/retention/promotion/duty position certification issues within Operations and identifies developmental and training requirements of employees.
Direct and manage all programs and activities related to base defense, security of critical resources, launch operations, and security support requests/requirements of Mission Partners in accordance with existing agreements.
Serve as the principal advisor to the 45 SFS Director of Operations and Command team regarding the status of personnel, base defense, and specific and unique requirements to meet mission needs.
Exercise command and control for launch anomalies and other contingencies on the installation and coordinate with appropriate agencies for incidents within the Base Security Zone.
Ensure compliance with applicable security directives, integrate and deconflict unique security requirements for Air Force, Space Force, and Mission Partners such as the Naval Ordnance Test Unit, National Reconnaissance Office, National Aeronautics and Space Administration, and commercial launch services providers.
Maintain training and certification, as required, to serve as the Safety/Security Emergency Support Function within the Emergency Operations Center.
Establish, review and revise policies, procedures, objectives and organizational design for Operations, as necessary, to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to regulatory compliance and/or customer requirements.
Serve as the unit's primary POC to work with the Labor Relations Office on matters regarding bargaining unit employees, to include but not limited to, changes in working conditions, impact and implementation discussions, disciplinary matters, and collective bargaining activities.
Represent the unit as the Security Forces SME/liaison with a variety of installation and functional area organizations, meet with key Mission Partners and other agencies to assess support requests/requirements, explain organizational policy and procedures, and resolve conflicts that may arise.
The ideal candidate will bring extensive supervisory experience in security or law enforcement, a deep understanding of DoD regulations, and a commitment to mission success in challenging environments.
Key Skills and Abilities:
1. Knowledge of Federal, DoD, Air Force, MAJCOM/FLDCOM, Installation, Unit, state and local laws, rules, and regulations processes and procedures related to installation defense, security, and safety. Knowledge of a wide range of security specialties, concepts, principle, criteria, requirements, technology, and practices. Knowledge of overall Security Forces missions, functions, and structure.
2. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.
3. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations.
4. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
5. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
6. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
7. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations
8. Knowledge of DoD, Air Force, MAJCOM/FLDCOM planning policies, programs, and timelines.
9. Knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and evaluate results for the management and completion of programs.
Requirements
- Must be a U.S. citizen.
- This position is on-site and not eligible for telework or remote work.
- Employee must be able to obtain and maintain a Top-Secret security clearance.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- May be required to work other than normal duty hours, to include overtime on an unscheduled or emergency basis
- Department of Defense Physical Security Certification (PSC) is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M and AFI 36-2645.
- Incumbent must possess a valid vehicle operator's license.
- Incumbent must be qualified in the use of required weapons.
- Incumbent must pass initial and periodic medical examinations, require physical fitness/physical agility tests, and meet occupational health assessment requirements to include established hearing, depth perception and color discernment.
- Incumbent must wear the prescribed Civilian Defender uniform and equipment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of the position.
