This position is assigned to the Navy Casualty Support Program; Fleet and Family Readiness; Commander, Navy Installations Command (CNIC); San Diego Naval Hospital. The incumbent provides support to the Fisher House Manager, and functions as the Fisher House Manager in their absence. The purpose of the Fisher House is to provide temporary, convenient and affordable lodging for families of patients.

Duties

In order to qualify for this position, resumes must provide sufficient experience and/or education, knowledge, skills, and ability to perform the duties of the position. Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training) to direct staff. Provides direct, onsite management and administration of the Fisher House facilities. Assists and participates in the development, establishment and implementation of operational policies (e.g., eligibility, referrals, admissions, length of stay, expenditures, scheduling of guestrooms, check-ins, checkouts, and orientation of guests upon arrival) for the Fisher House. Interacts daily with guests; assists guests regarding Installation and Medical Center services, which may include grief and crisis management resources. Provides conflict resolution between houseguests and or staff. Assists the Fisher House Manager with general contracting, accounts payable and timekeeping of staff. Assists and participates in the development, execution, review and analysis of Fisher House budget. Reviews monthly and quarterly status to adhere to budget controls and makes any necessary spending adjustments in order to accomplish the assigned mission. Recommends procurement actions in accordance with Navy regulations. Ensures funds, equipment and property are protected and accounted for. Ensures compliance with Navy regulations for donations of both cash and in-kind gifts. Coordinates with volunteers and groups hosting special events and donations from local clubs and military groups. (Exercises caution ensuring standards of conduct regulations relating to solicitation of donations are not violated.) Conducts guest satisfaction surveys, special studies or reviews and works with Medical Center Patient Relations Department to improve service. Attends various base and foundation meetings in the absence of the Fisher House Manager Assists with and/or conducts briefings regarding the status of current/proposed programs. (Occasionally called upon on short notice to provide informational briefs and tours on site.) Assists in the development, production and maintenance of correspondence relating to the Fisher House, including but not limited to informational bulletins, brochures, local manuals and publications for Fisher House operations, articles for the Fisher House quarterly magazine, and weekly and monthly updates to the Fisher House Manager. Implements new procedures, regulations and guidelines concerning operations. Assists with ensuring the facility is in compliance with all Navy Occupational Safety and Health (NAVOSH) program fundamentals, health, sanitation and safety rules and regulations and maintains a hazardous material log. Performs inspections of vacant rooms and common areas daily, checking for cleanliness and maintenance problems and ensuring all guest rooms are ready for occupancy at all times. Performs all housekeeping duties during emergency situations, to include vacuuming floors, changing sheets, washing linens and all other assigned duties. Assists the Fisher House Manager with projects and continuing operations, including budgeting, control and operations reporting, maintenance, housekeeping, and guest relations. Coordinates maximum utilization of the facilities by tracking occupancy rates and costs containment. Identifies and assesses problems that may arise, and proposes solutions to the Fisher House Manager.

Requirements

  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment
  • Must have or be able to obtain and maintain a valid state driver’s license.
  • Must be able to work varied work schedules to include holidays, weekends and nights.
  • May be required to lift boxes/items weighing up to 50 lbs. Standing, walking, bending and climbing stairs are required to make daily rounds and inspections of the Fisher Houses.

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Knowledge of hospitality operations, Federal and Navy policies, concepts, procedures, and regulations relative to the Fisher House program Knowledge of basic principles and techniques pertaining to management, planning, scheduling and coordinating. Knowledge of budgeting and financial management practices as they relate to the Fisher House program or lodging operations. Knowledge of personnel policy and practices to handle human resources requirements in a government environment, to include recruitment, performance management and evaluation. Knowledge of associated laws, regulations, and policies used by the Navy and other U.S. government agencies to effectively manage individuals and teams in the workplace. Knowledge of group dynamics, grief processes and crisis management. Knowledge of Navy and civilian resources for support of families in medical crisis. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to successfully demonstrate marketing techniques to include public speaking, educational briefings, training for caseworkers, and developing program flyers. Ability to understand military protocols. Ability to tour with military and civilian leadership at the facility. Ability to analyze and prepare clear, concise, and technically sound reports related to work at the Fisher House. Ability to develop and effectively deliver presentations and/or training. Ability to perform the full-range of supervisory duties. Ability to communicate effectively both orally and in writing
