Duties
This position serves as the State Property Management Specialist for the Division of Support Services in the Utah State Office.
Provides direction and guidance to management for statewide compliance related to the programs of Space and Real Property, Personal Property, and Fleet Management.
Participates in Bureau-wide projects and provides training in the aforementioned programs.
Monitors and evaluates state and field operations to ensure compliance with Federal, Departmental and Bureau policies and procedures.
Provides necessary justifications, measurements, and standards for acquisition of space, and works with the State Office to develop space needs packages.
Inspects facilities for compliance with maintenance and other lease requirements.
Works directly with building manager’s staff to resolve problems of needed repair, janitorial services, parking, heating, air conditioning, lighting, power, security, etc.
Directs on planning, acquisition, management, inventory, utilization, and disposal of all personal property including information technology systems, global positioning systems, computer, office, and cadastral surveying equipment etc.
Manages the statewide fleet management program which includes acquisition, replacement, and disposal of the state’s motor vehicle fleet which includes vehicles of all kinds including road graders, trucks, sedans, etc.
Ensures a State Board of Survey is established for managing the Report of Survey process for loss, damage, or theft of government property.

Qualifications

To qualify at the GS-11 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Property Management Specialist. Qualifying specialized experience includes: receiving, storing, and issuing a wide variety of nonexpendable personal property items including personal and mainframe computers, information technology systems, office machines and furniture, vehicles, technical equipment such as cadastral and land surveying equipment, global positioning systems, etc.; providing oversite of property management such as acquisition, utilization, control, and maintenance ensuring Federal, State, and local regulatory guidelines are in compliance; managing an automated database system to monitor and account for personal property items and fleet management and to enter, correct, and retrieve recurring reports; and preparing documents for Report of Survey Boards, for Lost, damaged or stolen government property.
OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree in a related field of study.
OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Most of the work will be performed in an office setting, but visits to District Office and field installations will be required. There will be some walking, bending, standing, and lifting. Frequent pressures will be common with deadlines, budget constraints, and personalities involved.
Work Environment: Work is primarily performed in an office setting, although there is occasional exposure to risks when visiting office or storage space, or building construction sites.
