The incumbent serves as a Supervisory Mobility Transportation Specialist - Mobility Manager and manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.
Duties
The Supervisory Mobility Transportation Specialist - Mobility Manager supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness. They serve as the Contracting Officer Representative for all transportation contracts, including common carrier, Special Mode, ambulance, and air ambulance. The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care.
Major duties include but are not limited to:
Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area;
Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes;
Plans, develops, evaluates, markets and directs key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.);
Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures;
Identifies resources (staffing, funding, equipment, facilities) required to support varied level of program operations;
Manages transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center management, as appropriate, including critical budget areas and all Transportation program matters;
Serves as Contracting Officer Representative for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance;
Provides consistent and effective outreach to community transit authorities;

Coordinates the preparation and submission of recurring monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of nonrecurring reports;
Assures performance measures and standards issued by various accrediting, regulatory, and higher agency authorities;

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experiences include:
Coordinating with local contract transportation providers surrounding the medical center to improve overall mobility for Veterans;
Working with local public transit and planning agencies to develop transportation solutions as part of the VHA Beneficiary Travel and Veterans Transportation Services programs; AND
Managing the Beneficiary Travel/Veteran Transportation Program (VTP) and services provided at the VAMC.

Education Substitution: Applicants may substitute education for the required experience. To qualify based on education in lieu of specialized experience, you must possess 3 years of progressively higher level education leading to a Ph.D or equivalent doctorate degree.

OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
