The primary purpose of this position is to provide advisory services to Air Force Academy Senior Staff and wing/installation management officials on federal, Department of Defense (DoD) and Air Force (AF) civilian personnel programs to ensure successful operation of civilian HR programs.

Provides strategic HRM guidance across the headquarters staff, subordinate organizations and the servicing Civilian Personnel Section to judiciously direct and oversee personnel programs and actions, which attain the highest level of workforce effectiveness while meeting organization mission needs.
DUTIES
Provides position classification advisory services involving complex and controversial classification issues for civilian positions across the Air Force Academy.
Provides strategic and technical guidance as well as seasoned consultative management advisory services for USAFA on the effective use of HRM to support goals and objectives and produce results that accomplish agency and USAFA missions.
Conducts, leads, and/or participates in HRM special projects or studies.
Assists with the Management of the AF Academy's Civilian Resource Management Program.
Prepares and delivers written reports and oral presentations to HQ AF, AFPC, and USAF Academy senior leadership.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of federal HR laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as workforce planning, strategic human capital management, civilian resource management, performance management, awards, absences and leave, force structure, compensation; and civilian personnel program policy management for Administratively Determined (AD) faculty. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of a wide range of human resources management (HRM) concepts, case law, principles, practices, and legal and regulatory requirements sufficient to research, analyze, interpret, and draw conclusions on complex issues, problems, and situations and advise managers on appropriate responses for comprehensive administrative personnel program issues.
Knowledge of the federal HRM functions, theories, and techniques; the basic relationships of various HR disciplines; and management objectives as they apply to specific matters.
Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems and the skill to develop concrete action plans to analyze operational problems and develop timely and economical solutions.
Ability to use automated systems to retrieve data, create reports and queries, utilize email, and utilize standard office automation functions (e.g. MS. Office, Business Objects); in addition to utilizing agency unique HR systems.
Ability to communicate both orally and in writing in order to establish and maintain effective and positive working relationships with management officials, co-workers, and others while ensuring cooperative resolution of problems and to foster understanding and acceptance of findings and recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
