About the Position: This is an Equal Employment Manager GS-0260-13/14 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division Headquarters, located in Dallas, Texas.

Duties
Serve as a senior Enterprise (National) staff-level Headquarters U.S. Army Corps of Engineers (HQUSACE) Equal Employment Manager responsible for the management of various national programs and special projects.
Execute assigned national programs and special projects related to strategic planning and analysis the incumbent maintains a continuing dialogue with respective Federal agencies, Department of Defense, Department of Army and USACE program proponents.
Coordinate with and advises national command leadership at annual HQUSACE and serviced Divisions governing conferences to assure EEO is integrated into all people-related strategic objectives.
Provide expert technical EEO advice and guidance to the HQUSACE Chief EEO Program Director, serviced Division Commanding General, SES and other senior leaders as well as subordinate District/Centers Commanders and senior leadership.
Develop EEO program standards and evaluation criteria to assess subordinate District/Centers compliance, effectiveness and quality of achieving a model EEO program using assessments, reviews and inspections.

Specialized Experience:
For GS-13:
One year of specialized experience which includes: 1) Identifying problem areas in an organization's Equal Employment Opportunity (EEO) Program; AND 2) Ensuring EEO Program is in compliance with laws and regulations; AND 3) Advising management and employees on EEO Program requirements; AND 4) Managing an EEO Program for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
For GS-14:
One year of specialized experience which includes: 1) Conducting organizational analysis to identify systemic barriers to EEO; AND 2) Developing EEO Program evaluation criteria to assess the effectiveness of the program; AND 3) Providing advice and guidance to subordinate offices regarding EEO Programs; AND 4) Recommending solutions to systemic problems to an organization's EEO Program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

For GS-14: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
