Duties
Plans, organizes, and directs the activities of the Cargo Movement Element of the Logistics Readiness Squadron, ensuring that the work performed complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and the Cargo Movement Element objectives. Researches, interprets, analyzes and applies appropriate guidelines, policies, and regulations, related to cargo movement. Establishes policies and procedures for accomplishment of packaging, shipping, classifying, and receiving cargo.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
Represents the Cargo Movement Element with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, representatives from other military services, Department of Defense (DoD) agencies, and other related civilian organizations regarding services provided. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training.
Conducts pre- and post-audits and maintains shipping documentation. Conducts pre-audits prior to the payment of freight bills. All bills are studied on the basis of careful tariff inspection to ensure, prior to approval of payment, that any correction required or made in the billing is authorized in the tariff. Post-audits all inbound shipping documents to determine that services billed were authorized/rendered, to identify damage, and to report discrepancies as required. Initiates investigations of undue shipment delay or discrepancy and cases of loss or damage to determine findings of fact. Prepares, processes, and maintains all shipping documents and records of shipment.
Determines freight classification for a variety of items some of which have no record or published classifications. Utilizes a variety of classification and rate tariffs including the National Motor Freight, Uniformed Freight Classification (UFC) Classification Tariff, and numerous trade publications. Makes an analogy with the closest applicable classification possible in the event a direct comparison is not possible or items do not directly correspond to commercial descriptions. Complies with official rulings in moving hazardous cargo and controlled material. In applying tariffs, considers tariff rates, packing and crating rates, and directives; considers factors such
as weight, distance, date of packing, pickup, required date at destination, remoteness or inaccessibility of origin address or final destination, types of items to be shipped etc.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards for Clerical and Administrative Support, Freight Rate Series 2131
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of transportation principles, policies, regulations, methods, and techniques relating to the movement of cargo/freight. Knowledge of safety and security regulations, practices, and procedures. Knowledge of a wide range of commercial tariffs and tenders to properly rate freight/cargo shipments. Knowledge of a variety of standards, route orders, and freight classification guides.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of transportation principles, policies, regulations, methods, and techniques relating to the movement of cargo/freight.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of a wide range of commercial tariffs and tenders to properly rate freight/cargo shipments.
4. Knowledge of a variety of standards, route orders, and freight classification guides.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
