Duties

You will serve as the Senior/Lead Engineer in the Systems Engineering Branch (Code 4511) as a subject matter expert in the research, design and development of complex systems that include hardware and software products and systems. You will be responsible for life cycle system safety development, developing system safety plans, analysis of the following; hardware and software hazards, requirements, functional hazard, code level, fault tree, and hazard tracking. You will be required to participate in safety working group meetings, performing test and evaluation analysis of complex systems, reporting hazard findings, and briefing various technical review boards, as necessary. You will be required to have all the knowledge, skills, and abilities needed to support the introduction of large-scale systems that achieve an acceptable form or level of safety for the hardware/software used in critical applications. You will be participating in the test and evaluation of developed products and systems in support of integration of various Navy payloads and platforms.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), an Electrical Engineer (0850-series), a Computer Engineer (0854-series), a Chemical Engineer (0893-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Your resume must also demonstrate at least one yearof specialized experience at or equivalent to the next lower pay band, ND-03 (GS-9-11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private public sector. Specialized experience must demonstrate the following as professional engineer or scientist: developing or evaluating complex engineering systems to conduct research or analysis of hardware or software systems for the safe advancement of underwater vehicles or defensive systems. For the 08XX Professional Engineering Positions:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT),
or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the Computer Science Series 1550 (Professional Scientist):

Basic Requirements:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Evaluation of Education:

Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
