The primary purpose of this position, WELDING WORKER, WG-3703-08 Target 11 is to manufacture, modify and repair sleds and related support equipment used to conduct experimental tests on the High Speed Test Track using a wide range of metals and composes.
Duties
Use a variety of welding processes such as oxyacetylene, shielded metal arc welding, gas metal arc welding, gas tungsten arc welding, flame spray, eutalloy welding process, and spot and stud welding to join all types of common metals and alloys.
Operate electric furnace to heat treat, i.e., harden case-harden, temper, normalize, and/or anneal, a variety of ferrous and non ferrous alloys, high and low carbon steel and its alloys, aluminum and its alloys, magnesium, copper, brass iron, stainless and high-speed steel, and other conventional metals.
Plan and lay out work from blueprints, sketches, drawings, specifications, and work orders.
Utilize safety practices, established rules, regulations, procedures, uses and maintains tools.
Use and maintain a variety of welding equipment including shop welding units, portable welding units, saws, drill press, grinders, waterjet cutting machines and hand tools.

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
TARGETED POSITION: This position is a developmental WG-08 Target WG-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (WG-08). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3700 Metal Processing Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is Ability To Do The Work Of The Position Without More Than Normal Supervision.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS: Employee must stand, stoop, bend, kneel, climb, crawl, stretch, and work in awkward and cramped positions when welding in hard-to-reach or confined spaces. Requires manual dexterity and deftness when quenching. Considerable walking and standing. Frequent pushing and pulling of heavy metal baskets into and out of furnaces. Requires manual dexterity and deftness when quenching. Frequently handles objects weighing up to 50 pounds without assistance and over 50 pounds with assistance.
WORK ENVIRONMENT: Employee works both inside and outside, sometimes in bad weather and in areas that are noisy, dirty, greasy, and smoky. Is exposed to fumes, heat, flying sparks, the glare of torches, ultraviolet radiation, and heated materials. There is the possibility of eye injury, electrical shock, broken bones, burns, and the chance of cuts when working with sharp objects. There may be discomfort when wearing protective clothing, safety shoes, gloves, flash shield or eye goggles, and other equipment as required.
Exposed to danger of burns, scalds, muscular strain, cyanide explosion, and heat exhaustion when shop becomes extremely warm. Subject to hazard of electric shock when making contact with elements in electric ovens. Exposed to fumes from hot, oily metals, and occasional carbon monoxide gas.
