Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENTS (ALL GRADES): To be minimally qualified for this position you must have a bachelor's or higher degree from an accredited college or university with a major in Psychology.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as progressively responsible experience that demonstrates knowledge in measurement theory, psychometric methodology, and statistics in order to conduct scientific analyses which address areas of critical importance to major agency programs or issues in the professional field of Industrial and Organizational psychology. Specialized experience must include a demonstrated knowledge and skill in the use of statistical software packages and other graphics software sufficient to conduct the above analyses. Examples of qualifying experience may include: Development of research plans and hypotheses and/or implementing and carrying them through to completion; assignments completed in accordance with generally accepted psychological theories, methods, techniques and practices; and/or research projects and development projects that required the application of the latest findings and methodologies in the field of personnel psychology.
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service demonstrating a comprehensive knowledge of Industrial and Organizational psychology. This experience must demonstrate an in-depth knowledge in measurement theory, psychometric methodology, and statistics in order to conduct scientific analyses which address areas of critical importance to major agency programs or issues in the professional field of Industrial and Organizational psychology. Specialized experience must also include a demonstrated knowledge and skill in the use of statistical software packages and other graphics software sufficient to conduct the above analyses. Examples may include: Being recognized as a technical authority, interpreting laws, rules, regulations, and/or guidelines; developing research plans and hypotheses, and implementing and carrying them through to completion; designing potential solutions and developing action plans in accordance with generally accepted psychological theories, methods, techniques, and practices; conducting research projects and development projects that require the application of the latest findings and methodologies in the field of personnel psychology; and/or leading or managing projects with service-wide impact, and/or on a nationwide basis.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
