This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the St. Paul District. The position performs a broad range of assignments in support of project forestry, natural resource management, and geographic information systems operations.

Duties

Conducts examinations of timber compartments and stands on the unit and evaluates the conditions found. Makes or recommends basic land management decisions based on these evaluations. As directed, conducts field mapping and data collection to update forest inventory. Conducts preliminary assessment of public land use requests, timber trespass, or other resource protection issues and provides draft recommendations with action plans to supervisor. As assigned, conducts timber stand improvement through the use of chain saw, tools, and herbicide injecting equipment. Maintains general use pesticide applicators license according to Corps policy. Performs and directs technicians in accurate data entry by digitizing or keying alphanumeric data using various computers, UNIX and Windows 95/NT operating systems, and GIS software. Determines best way to present data and provides GIS products upon request including hardcopy maps, graphical displays and reports that are appropriate for a given project. Performs standard and routine checks of work vehicles, boats, and forestry equipment to identify and arrange for performance of required maintenance or repair.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be qualified to drive Government vehicles and operate small watercraft in accordance with Corps of Engineers standards.
• Must maintain certification in CPR and basic first aid through government furnished training and administers such as may be necessary during the course of normal duties.
• Field work requires a considerable amount of walking and some lifting. Skill at trailering, launching, and operating motorboats up to 20 ft. in length in a manner which ensures safety of operator, passengers, and other boating traffic is required.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Basic Requirement for Forester 0460 Series: A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. OR B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE: In addition to meeting the basic education requirement above, you must also meet the specialized experience listed below: GS-05: The specialized experience for this grade is the same as the basic requirement listed above. GS-07: One year of specialized experience which includes experience performing a variety of forestry related work such as assisting with forest resource inventory and monitoring; assisting with geographic information system operations; and/or assisting in the planning, administration, and execution of plans for timber harvesting operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-09: At least one year of specialized experience equivalent to the GS-07 level in Federal Service which includes meeting two of the following four items : 1) Experience with scientific sampling design, data analyses and/or interpretation of results from scientific investigations related to forestry resources; 2) Experience writing scientifically technical documents on forestry/forest ecological issues; and 3) Experience applying environmental laws and/or regulations including either National Environmental Policy Act (NEPA), Endangered Species Act (ESA) or Clean Water Act to analyze potential impacts to natural resources from project activities; and 4) Experience conducting environmental consultation processes under the Endangered Species Act (ESA). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
