In this position you will serve as engineering staff for the AEDC Wing Commander and provide support to strategic assessments of future DoD requirements for RDT&E capability to support higher headquarters' vision and decision-making processes.

Develops goals and objectives that integrate organization and engineering objectives. Serves as a consultant and expert in engineering work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems. Represents the organization with a variety of installation and functional area organizations. Develops strategic plans to include integration of future test requirements across 704 TG capabilities Continuously engage capability owners, asset managers, program offices, etc. to maintain awareness of current and future test requirements, workload forecasts, and test facility health assessment in order to formulate strategic plans and guide facility funding Assist AEDC capability owners in preparation of strategic roadmaps that clearly describe the future vision to AEDC leadership. Identification of test infrastructure capability gaps, formulation of solutions, and advocacy for capital investment projects that deliver T&E capability to close these gaps. Test capability planning to include concept development and technology needs; validation of requirements; development of plans to close technical shortfalls; concept design analysis, cost estimation; and assessment of solution alternatives. Act as the primarily interface to the Improvement and Modernization (I&M) needs and solutions process (includes TIPP and CTEIP) for all test infrastructure related capabilities for the Wing. Develop test capabilities requirements documents as part of transition from XPR-OL to the organization responsible for capital investment Develop strategies to transition new test capabilities, modeling and simulations tools, and instrumentation into all test assets and for programming solutions through the Complex's POM and Major Range and Test Facility Base (MRTFB) programs. Ensure that all technical plans produced are consistent with AEDC's strategic plan and can achieve the Complex's strategic objectives. Provides engineering support as required to AEDC/TD, AEDC/XPE, and AEDC/CT.

  • A professional engineering degree at the bachelor’s level from an ABET accredited institution in engineering or a closely related field is required.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Professional and Scientific Positions located here SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences includes concepts, principles, and techniques across multiple interrelated and integrated technical and test engineering disciplines; combat aircraft avionics, armament, or electronic warfare systems or related systems/subsystems; flight and laboratory air vehicle/missile test conduct, coordination and supervision, data analysis/evaluation and applicable flight test truth sources, modeling and simulation, technical report preparation, and administrative aspects of flight test programs. Knowledge, Skills, and Abilities Knowledge of concepts, principles, and techniques across multiple interrelated and integrated technical and test engineering disciplines. Knowledge of combat aircraft avionics, armament, or electronic warfare systems or related systems/subsystems. Knowledge of flight and laboratory air vehicle/missile test conduct, coordination and supervision, data analysis/evaluation and applicable flight test truth sources, modeling and simulation, technical report preparation, and administrative aspects of flight test programs. Ability to plan and organize work, coordinate between various electronic/aerospace/mechanical engineering and test disciplines, and coordinate with other Air Force, DOD, and other domestic and foreign government agencies. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions. Ability to maintain good working relations and to provide technical leadership and project management oversight and communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations. Education

Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
