The primary purpose of this position is: To supervise the Expeditionary Branch. Including: Interpret, develop, implement, administer, evaluate, and manage readiness plans and programs of Pacific Air Forces (PACAF). Including managing the civil engineering Total Force Assessment Program, Explosive ordnance Disposal, Emergency Management, and Fire and Emergency Services.

Duties

Manages the command's civil engineer readiness program in support of general war, strategic and contingency plans for the active and reserve component forces, civil engineer support involved in the planning and execution of Pacific Air Forces (PACAF) force deployment and employment based on the collections and maintenance of statistical and management data. Postures, equips, and provides training to all Prime BEEF, RED HORSE, Fire and Emergency Services, Readiness, and Explosive Ordnance Disposal unit type codes in the command. Evaluates legislation, directives, and regulations to determine force structure implications. Develops long, mid-and short-range strategic plans and programs on readiness, survivability, recovery, and response as integral to base performance for combat effectiveness. Reviews and monitors current status of Command RED HORSE and Prime BEEF forces capabilities to support wartime operations, field training exercises, and other readiness operations. Analyzes readiness programs of command mobile engineering forces to evaluate their management effectiveness and to identify and recommend alternative ways to accomplish management objectives within resource constraints. Leads the development of civil engineer annexes and other inputs to PACOM and PACAF exercise plans. Determines civil engineer support requirements, capabilities, and deficiencies.

  • Incumbent may be subject to other than normal duty hours and may be required to travel away from the normal duty station on military and commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) expert knowledge of Air Force-wide engineering functions, responsibilities, force structure, regulations, procedures, and policies relating to readiness, mobility, and contingency operations and (2) comprehensive knowledge of current regulations, plans, programs, and procedures relating to disaster response, mobility, contingency and exercise support; planning and programming procedures and management and execution systems for the command support and employment of engineering forces worldwide. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the World-Wide Global Command and Control System (GCCS). Ability to gather, analyze, evaluate and interpret classified data and information provided by this management tool and make critical, on time decisions. Knowledge of all Air Force civil engineer functions, AFSC skill level requirements, force structure, regulations, policies relating to readiness, mobility, and contingency operations. Knowledge of Air Force budget and funding processes. Ability to forecast, develop, and staff short- and long-range budget requirements to support the contingency and readiness training and equipping requirements. Must be able to effectively staff budget submittals through PACAF and submit to Air Staff for approval. Knowledge of Air Force contingency planning and programming procedures. Ability to identify and devise an effective work force structure to sustain both peacetime and wartime requirements. Knowledge and understanding of program management principles, methods, procedures, tools, and processes to accomplish all phases of the civil engineering mission. Ability to develop effective communication via formal briefings and written correspondence and to clearly articulate them to subordinates, peers, and senior level people. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
