The primary purpose of this position is to serves as a Senior Combatting Weapons of Mass Destruction (CWMD) intelligence analyst and recognized expert in nuclear, chemical, biological, and radiological (CBRN) capabilities of foreign military forces and non-state actors. ***Salary ranges includes local market supplements***

Duties

DUTY 1: Incumbent undertakes complex intelligence and technical analyses based on USSTRATCOM intelligence and planning requirements to provide strategic context of adversarial WMD-related infrastructure, capabilities, and intent. DUTY 2: Provides USSTRATCOM leadership with current strategic assessments and predictive analyses of foreign state and non-state WMD-related activity. DUTY 3: Participates in USSTRATCOM and other Department of Defense exercises as WMD subject matter expert. DUTY 4: Liaises with Department of Defense and national-level agencies as a recognized expert in WMD strategic intelligence analysis.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time­ sensitive matters. Periodic shift work may be required if assigned as a watch-standing analyst.

  • Position is designated special-sensitive, and incumbent requires a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty.
  • Incumbent will occasionally be required on temporary duty.
  • Incumbent can be directed to undergo a polygraph for continued access to SCI and other Special Access Programs.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles and practices concerning nuclear fuel cycle operations, properties of nuclear, chemical and biological, and radiological weapons. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of foreign and non-state WMD capabilities and intent; expert knowledge of nuclear fuel cycle operations, properties of nuclear weapons, and properties of chemical, biological and radiological weapons. 2. Expert knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, systems analysis, and other intelligence collection related activities. 3. Knowledge of USSTRATCOM: and SCC WMD organizational structure and mission requirements. Knowledge and skill in producing finished intelligence studies, reports and other products that are responsive to the specific needs of intelligence users to include formulating and conducting original research; collating, organizing, and analyzing information and presenting clear and concise findings. 4. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects. 5. Ability to provide continuous support to USSTRATCOM or other Combatant Command or federal agency as directed by augmenting crisis action teams during exercises or crisis situations. 6. Knowledge and skill at using automated intelligence systems and data bases, Joint Worldwide Intelligence Communication System (JWICS), Analyst Notebook, Palantir, Tripwire, M3, MS Office, etc. CONDITIONS OF EMPLOYMENT CONTINUED: 1. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
