About the Position: Supports the Green River project office with program goals and objectives, work processes and, administrative operations of the organization.

Duties

Assists Branch/Section Chiefs on a variety of procedural, and policy matters pertaining to personnel functions such as recruitment, position management and classification, employee/management relations, employee entitlement, awards, and training. Tracks performance appraisal schedule and reminds supervisors of requirements for completing initial, mid-point progress review, and final counseling. Serves as the point of contact for annual mandatory training, PROSPECT, safety training, and new employee in-processing activities. Coordinates training courses to include securing a vendor(s), managing registrations, generating SF182s, coordinating payments, arranges employee travel / logistics for travel, and analyzing course evaluations. Generates SF-182 Forms to register employees for courses and informs vendors of proper procedures for payment of tuition costs. Serves as the primary point of contact for all questions on employee benefits and works with CPAC to provide answers to issues requiring further clarification or interpretation of regulations/laws Serves as the primary point of contact for all new employee in-processing. Establishes and prepares annual training needs survey and inputs responses into automated system and/or tracker. Assists in coordination and execution of internal controls and inspection programs by overseeing review and assignment of reporting requirements in coordination with Division/Branch/Section Chiefs. Coordinates with other organization and District administrative staff to develop, review, propose, and enforce administrative polices, guidance, and tools.

Specialized Experience GS-09: One year of specialized experience which includes analytical and evaluative skills to perform qualitative and quantitative assessments of work force management, budget data, personnel utilization; develop program plans and work methods; utilization of automated tools related to human resource requests, financial management; and/or managing and scheduling training requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, Accounting, Human Resource Management or other related fields. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementFinancial ManagementStrategic Workforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Education
