WHAT IS THE COMMUNICATIONS & LIAISON (C&L)DIVISION?

Vacancies will be filled in the following specialty areas:
Communications and Liaison (C&L); Office of Communications (Intranet & Digital Services Support)
The following are the duties of this position at the full working level.
Serves as a Project Manager in C&L for technology solution initiatives to include technology consulting and design and development services for all C&L divisions and other IRS business units in conducting analytical studies and projects relating to substantive, communications programs.
Plans, manages, and executes the implementation of projects.
Works with technical leads and engineers to gather and identify technical solution requirements that mapped to defined business requirements, integration test plans and scenarios for new automations and existing system configuration changes.
Processes and develops associated Enterprise Lifecycle (ELC) required project documentation using Software Development Life Cycle (SDLC) and Agile development methodology, and the ELC to capture project solution design requirements, test plans, traceability, and end of test results. Creates, stores, and maintains project documentation in designated project SharePoint repository.
Prepares clear and concise written business and technical documentation for appropriate reader interest and understanding to communicate high-level or detailed project information. Prepares status reports, presentations, and briefings on all aspects of projects to senior leaders and governance councils.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS:
SPECIALIZED EXPERIENCE GS-14: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: experience with management principles, theories, and practices and their applicability to IRS programs, functions, and objectives, including the skills to develop long-term strategic plans incorporating short-term and long-term goals experience with the functions, policies, and organizational structure to accurately assess customer needs and requirements to evaluate the effectiveness of communications business systems functionality and capabilities; experience with analytical and evaluative methods and techniques to extend and refine existing methods and techniques, and to develop new approaches to communications business processes, programs, and services; experience utilizing project and application management principles and processes towards project management (e.g., IRS IT Enterprise Lifecycle (ELC), Enterprise Organizational Readiness (EOR), and Agile) implementation and solution modifications efforts through deployment; experience with oral and written techniques to develop and present briefings, status reports, plans and proposals; experience facilitating formal or informal meetings, and to articulate policies and viewpoints to internal and external stakeholders.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
