About the Position: The office is located in downtown Omaha, NE, near the Missouri River and the city's wide array of parks, museums, historic sites, restaurants, and entertainment venues.

Duties

Manage inspection plans, resourcing and reporting for the district flood risk reduction project rehabilitation program. Budget preparation and submittal, coordinating travel plans with inspection teams, and scheduling inspections for flood risk reduction projects throughout the Omaha District. Coordinates with a team of multi-disciplined professionals and non-federal sponsors to maintain, restore, or establish emergency establishment of flood risk reduction projects. Serves as one of the principal district staff for all aspects of emergency operational support to state and tribal agencies under Public Law 84-99 authority. Reviews and/or recommends construction specifications. Responsible for observing all safety rules, regulations and directives applicable to work assignments. Assist in development and exercising district Continuity of Operations, All-Hazard, and Emergency Operations Center plans.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Incumbent must be willing and able to travel on commercial and military aircraft.
  • Incumbent must be willing to travel to disaster sites that may be remote and/or isolated.
  • Incumbent may be required to perform overtime, emergency overtime, and/or irregular shifts/ tours of duty.
  • Incumbent must be able to obtain and maintain a state issued driver’s license.

Experience with supporting and executing emergency preparedness and response activities for disasters; and 2) Conducting, evaluating, and writing inspection results and related public correspondence under guidance of government programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Incident ManagementOral CommunicationTechnical Credibility GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
