This is a developmental position with known promotion potential to the target position of (Management Operations Specialist, GS-0301-12). Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.
Duties
Participates in special projects and performs special assignments related to Directorate Level Management Operations.
Provides technical guidance and instruction to users, Division Leadership and higher, Chief Financial Officers, Program Directors, and other IT specialists.
Maintains a continuous liaison with other Directorates, AFLCMC, AFMC, MAJCOMs, HQ USAF, and geographically separated WW organizations and their installations.
Prepares, presents, defends, and interprets studies to the Division Chief, the Director and/or other high-level management officials.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in special management operations projects, processes and programs as well as in planning, scheduling, organizing, and carrying out major projects using analysis, evaluation, development and operation of special projects, programs and processes.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in drafting and preparing a variety of documents, special management operations projects, processes and programs, providing technical guidance and instruction for a variety of complex IT and telephone configurations, and office support systems, and establishing and maintaining effective relationships with counterparts at all levels within and outside of the agency.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

GS-12 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
2. Knowledge of program protection, system security, technology assessment and control, foreign military sales, information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
3. Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
4. Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires.
5. Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop COAs to better support mission objectives, select and coordinate with appropriate parties of interest, and champion AFLCMC/WL opportunities in the corporate process.
6. Ability to communicate effectively both orally and in writing clearly, concisely, and with technical accuracy, and maintain good working relations with all individuals and organizations.
7. Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making.
8. Ability to develop and use appropriate data collection techniques.
GS-7/9/11 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles of the classified titled or related field.
