The Mental Health Social Work Supervisor will provide high quality mental health care and services to assigned Veteran patients enrolled in outpatient mental health care. This includes active case management and care coordination, clinical assessment and treatment, advocacy, and coordination of linkages to other appropriate VA or community service providers/agencies as needed by the client.

Duties

DUTIES: Develops an extensive psychosocial assessment of the Veteran in collaboration with the interdisciplinary team, the Veteran, family members and significant others. Conducts individual, marital and family therapy, and serves as primary therapist in treatment groups. Assesses patients' learning needs regarding mental health issues as well as other problems including substance abuse, psychiatric and medical disorders, and will incorporate a teaching plan into the overall plans for treatment Ensures coverage in all program component areas and demonstrates a cooperative team spirit in providing backup coverage as needed/assigned to prevent disruption of patient care activities. Documents all patient care assessments, interventions, and treatment progress in CPRS in a timely and professional manner consistent with Joint Commission, and facility policies/procedures. Captures all workload through completion of electronic patient encounters and will complete clinical reminders as necessary. Serve as a field instructor or preceptor and may therefore supervise social work graduate-level interns and provide a successful training experience in the field of social work. Provides administrative, technical and clinical supervision necessary for accomplishing the work of the organizational unit for assigned social work staff within the Mental Health Clinic. Sets priorities and makes assignments according to the capabilities of the employees. Sets performance standards and reviews work to determine acceptable levels of quality and quantity. Reports workload data to the Chief and/or Assistant Chief, and/or program manager of their assigned area(s). Observes workers' performance and offers instruction, technical advice or counseling related to clinical and administrative matters. Provides informal feedback and periodically evaluates employee performance. Develops work improvement plans, recommending personnel actions as necessary. Works to resolve informal complaints and will refer grievances and unresolved complaints using the proper procedure. Effectively handles minor disciplinary measures such as warnings or reprimands or recommends actions in more serious cases. Reviews and approves leave requests for assigned employees. Ensures assigned employees complete all required annual facility trainings and continuing education requirements for state licensure. Participates in staff recruitment and screening of applicants. Serves the Medical Center at large in a variety of capacities, such as committee assignments, investigations, personnel matters, and special projects. Participates in EEO and safety matters. Works effectively with a wide range of professional and nonprofessional staff at the Medical Center and in the community. Basic Requirements: Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: By a state to independently practice social work at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations GS-12: Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. Preferred Experience: Supervisory Experience Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-39 Social Worker Physical Requirements: Eligible applicants must be physically and mentally able to perform efficiently the essential functions of the position, with or without reasonable accommodation, without hazard to themselves or others. Depending on the essential duties of a specific position, usable vision, color vision, hearing or speech may be required. However, in most cases, a specific physical condition or impairment of a specific function may be compensated for by the satisfactory use of a prosthesis or mechanical aid.
