This position is located in the Office of the Chief Financial Officer, National Finance Center(NFC), Human Resources Management Staff (HRMS) - Employee and Labor Relations Branch (ELRB) in New Orleans, LA. The incumbent in this position is responsible for analyzing, evaluating, and improving the effectiveness of Human Resources Management Staff (HRMS) programs and for developing procedures and instructions for the United States Coast Guard who is serviced by HRMS.

Duties

Determine and resolves challenges with pay actions that are rejected by a Processing/Payroll system (resolution of problems may require coordination with the customer Agency). Receives and processes all legally sufficient pay action requests and inputs the request into the Payroll/Personnel System (PPS). Provides support to HR Liaisons, supervisors, and other designated point of contacts on submitting pay actions and processing questions. Prepare comprehensive reports of analytical findings and recommends solutions to substantiated problems. Processes all requests for pay actions using Special Payroll Processing System (SPPS) Mainframe and Web, Quick Service Request, or other applicable system. Process leaves data transfers for new employees, update annual leave balances for employees using the Time Inquiry System an automated timekeeping solution.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-9 is required to be eligible for the GS-11. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. GS-11: One year of specialized experience, equivalent to the (GS-9) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as a HR Specialist(Compensation). Examples of such experience include: Experience independently analyzing and researching information to devise solutions to problems with processing payroll personnel actions and pay issues; Experience researching and interpreting a wide range of payroll laws, policies, regulations and directives; Experience reviewing, verifying, and processing a variety of payroll and time and attendance data impacting pay, electronic funds transfer (EFT) payroll deposits, leave, taxes, benefits, and other deductions; Experience reviewing and responding to inquiries on payroll/benefit actions. NOTE: This experience must be demonstrated on your resume/supporting documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience in the following:
GS-11:
A Ph.D. or equivalent doctoral degree or successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., that is directly related to the work of the position. This education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. (Transcripts are required at the time of application)

Combination of Education and Experience may be substituted for experience in the following:
GS-11: You may combine education and experience to meet the specialized experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above 2 years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only education above two years (36 semester hours) of graduate education is creditable towards meeting the requirement at the GS-11 grade level.) Transcripts are required at the time of application.

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
