The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Major Duties and Responsibilities:
Support the Functions and Collections Group to coordinate and facilitate enterprise-wide integration of the IC's collection, and supporting capabilities related to IC spectrum management;
Serve as the MPAC/FCG expert in Global Navigation Satellite Systems (GNSS);
Advances efforts to guide and strengthen IC capabilities to that could be threatened by adversary activities to degrade, disrupt or deny US GNSS and Position, Navigation and Timing (PNT) systems;
Support DNI, PDDNI, DDNI and MPAC participation in high-level policy and partnership (private and foreign) meetings with talking points, background information, and the results of relevant engagements with IC elements on spectrum and PNT;
Support briefings to senior IC officials and other major stakeholders on collaboration progress, issues and challenges.
As requested by leadership, represent the ODNI in national level working groups, committees, and exercises, including other governmental agencies and associated centers of excellence, academia, the private sector, and with international partners as appropriate;
Contribute to resource planning for IC enterprise systems;
Inform integrated national security response planning and IC strategy development; deliver on planned as well as ad hoc tasking for IC leadership and the policy community; fulfill responsibilities for ensuring effective alignment and timely implementation of specific portfolio efforts to flagship collaboration initiatives; and to that end, identify relevant performance measures, validate outputs, and demonstrate accountability.
Partner with ODNI staff, Functional, Mission, and Enterprise Managers, and IC elements to promote implementation of mission and enterprise objectives
Qualifications
Mandatory Requirements:
Recognized technical expertise in one or more relevant science, technology, engineering or related technical fields, and a minimum of five years' experience in either the private sector, public sector or academia.
Comprehensive understanding of how the IC uses RF Spectrum and PNT support IC operations within the IC and in the national security interest.
Expert knowledge of IC elements, their roles, responsibilities, advantages, and policy support mechanisms.
Superior analytical and critical thinking skills, including the superior ability to think strategically; act tactically consistent with strategic goals and objectives; adapt views and approaches as needed; develop and coordinate recommendations leading to lasting change; and evaluate outcomes against requirements, goals and objectives.
Superior interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment.
Superior leadership skills and ability to lead interagency working groups, build coalitions, and consider alternatives.
Superior ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents
Bachelor's degree or equivalent experience as determined by mission specialty area.
