Duties

Conducts field surveys, collecting and recording information on natural resource condition. Implements appropriate resource management actions to improve or maintain natural resource condition (e.g. habitat for wildlife and plants). Operates and maintains equipment (trucks, UTV, tractors, boats, mowers, backhoe, etc) to meet natural resource and recreation management goals. Operates and maintains hand tools and equipment (chains saw, weed eaters, drills, hammers, saws, shovels, hoes, pole saws, backpack sprayers, etc) for routine maintenance of facilities and natural areas. Implements protection measures based on information collected and management plan goals. Performs day-to-day operations and routine maintenance of a recreation area facilities such as visitor center, parking areas, trails, boat docks, picnic areas, fences and gates, informational and directional signs. Collects data on visitor use and reviews visitor use patterns, analyzes trends, and their effect on the resources; instrumental in making changes in operations or facilities when necessary. Prepares and presents a variety of formal and interpretive programs to include but not limited to, orientation talks, environmental education programs, conducted walks, and demonstrations. Coordinates projects identified in the annual work plan; including planning, designing, surveying, implementing, constructing, operating, and maintaining facilities, as required.

  • This position is included in a bargaining unit. The National Federation of Federal Employees (NFFE), Local 2052, is the exclusive representative of all employees in this bargaining unit.
  • May require a one year probationary period.
  • Backhoe Operator Certification is preferred but not required. If certified, please provide a copy of the documentation.

Qualifications

This is not a Law Enforcement Position. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-05 grade level, you must possess one year of specialized experience equivalent to GS-4 level. Examples of specialized experience may include: explaining regulations to park visitors; providing information and advice on park activities; collecting fees; issuing reservations and permits; conducting guided tour programs; maintaining recreation facilities or trails; or monitoring special recreation permits. -OR- Successful completion of four year course of study above high school leading to a bachelor's degree with at least 24 semester hours of related course work. -OR- A combination of experience and education to meet total experience. To qualify for the GS-07 grade level, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: explaining regulations to park visitors; providing information and advice on park activities and resources; performing security patrols in a park or similar area ; collecting fees; issuing reservations and permits; developing and conducting guided tour programs; maintaining recreation facilities or trails; monitoring special recreation permits; or assisting with supervision of seasonal recreation technicians. -OR- Education: Successful completion of one full academic year of graduate level education in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. - OR - Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work is primarily carried out in the field, and often of a strenuous, physical nature. Field work requires the incumbent to be capable of driving 2 and 4 wheel drive vehicles, mountain bikes, dirt bikes, all terrain vehicles (ATV's), and other equipment. Walking is required in rough brush and steep terrain for hazard reduction, field inspection, search and rescue, maintenance and development projects. The incumbent must be able to lift 40 pounds to shoulder height. Work Environment: The incumbent is required to work in a diverse environment, from an office setting to rough, steep mountainous terrain. Field work is performed out doors in a Mediterranean-type climate where summer temperatures can exceed 100 degrees Fahrenheit, and winters are much colder. Motor vehicles are operated on highways and off-road. While operating vehicles and equipment, the incumbent is required to wear BLM supplied safety equipment. The incumbent will be exposed to ticks and other stinging insects, snakes, bears, mountain lions, and irate users of public lands.
