This position is located within the Northern Region, Region 1; Custer Gallatin National Forest in either Billings, MT or Bozeman, MT. The position is assigned program responsibilities in developing and implementing prevention and law enforcement programs, as well as Fire Management Planning for the Forest Land and Resource Management Plan. Duties

Develop fire prevention response strategies and tactics to meet land management objectives for a natural resource organization. Conduct studies to analyze the effectiveness of fire prevention activities in reducing the incidence of human caused fires. Develop mitigation strategies to reduce adverse effects on fire management plans for a natural resource organization. Participate in land management planning, fire planning and planning as they relate to the local interagency operating plan. Serve as a liaison between field units and law enforcement, legal, and government entities to coordinate work efforts for a fire prevention program. Provide public information during wildfire and/or prescribed fire incidents. Explain forest fire prevention and general fire management policies and techniques to contacts in other organizations. Develop and/or implements a mass media information plan. Serve as the units principal media contact for major public impact incidents. Evaluate the interrelationship of the fire management program with resource and land management plans and schedules to achieve program objectives. Develop long range project and program plans for the protection and use of forest resources for a fire prevention program. Coordinate cooperative fire agreements, grants, and activities with other agencies and entities to support fire mitigation and prevention efforts. Determine appropriate fire prevention response condition as prescribed by unit policy. Initiate and conduct special studies to analyze the effectiveness of fire prevention activities in reducing the incidence of human caused-fires.

Requirements

  • Must be a U.S. Citizen or National.

  • Successful completion of one-year probationary period, unless previously served.

  • Minimum of 90 days of wildland firefighting experience is required.
  • Willing to live/work in remote locations (volatile/unpredictable).
  • Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Specialized Experience Requirement: GS-11: Applicants must have one year specialized experience equivalent to the GS-09 in the Federal service. Examples of specialized experience include: Independently investigated the causes or wildland fires; Performed forest land-management fire planning; Coordinated and implemented cooperative fire agreements and activities with other agencies and entities; and Developed fire control plans and documents relating to fire pre-suppression, prevention, detection, and/or suppression tactics and strategies. Selective Placement Factors A minimum 90-day experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
