This position is located within the Rocky Mountain Region, Region 2; Arapaho & Roosevelt National Forests in Laramie, WY or Fort Collins, CO. The incumbent is a technical expert for the Regional Fire Planning Specialist and provides oversight and coordination to national forests and grasslands within that region or area. Duties

Duties listed are at full performance grade GS-12 level. Evaluate effectiveness of existing wildland fire and/or aviation management programs to provide recommendations for improvement and success of the program. Provide input for budget development to ensure unit staffing levels are met. Review expenditures, including budget allocations, discretionary spending accounts to report accomplishments to leadership. Use trend analysis to provide input for direct and indirect spending to adjust budget allocations as needed. Coordinate the review of fire plans that reflect national, regional, and local management goals, requirements and strategic objectives related to fire and aviation management. Ensure fire management plans are in compliance with laws, policies, regulations and/or environmental mandates. Ensure plans are consistent with land and resource management plans, enabling laws, policies, regulations, and environmental mandates. Consult program leadership for the development of short-term AND long-term strategic fire management planning, assessments, interagency and/or fire management plans. Provide guidance of policies, standards, methods, and/or guidelines received from national and regional levels to resource management staff. Serve on interagency committees and/or training teams for the development of processes, procedures for fire management plans use and/or implementation. Utilize specialized software and modeling to evaluate the effectiveness of fire and aviation management strategies to meet land and/or resource goals. Provide input to the development of plans and/or agreements by working closely with counterparts from other federal, state or local partner agencies.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
  • Minimum of 90 days of wildland firefighting experience is required.
  • Willing to live/work in remote locations (volatile/unpredictable).
  • Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination.

Qualifications

Specialized Experience Requirement: GS-11: You must have one year of specialized experience equivalent to the GS-09 in federal service or equivalent. Examples of specialized experience may include: Provides input for short and/or long term strategic fire management planning, assessments, and/or unit fire management plans; Evaluated the technical aspects and effectiveness of existing wildland fire and/or aviation management programs by providing recommended changes or initiatives to improve the overall efficiency and success of the programs; Assists in the data collection and/or evaluation of fire hazard risk, fuels, historic fire occurrence, fire effects, climatology and weather; Provided wildland fire planning technical support and coordination with fire management officers, land or resource management staffs, and/or planners throughout the local area. GS 12: You must have one year of specialized experience equivalent to the GS-11 in federal service or equivalent. Examples of specialized experience may include: Provided expertise for short and long term strategic fire management planning, assessments, and interagency and/or unit fire management plans; Evaluated the technical aspects and effectiveness of existing wildland fire and/or aviation management programs by providing recommended changes or initiatives to improve the overall efficiency and success of the programs; Performed data collection and evaluation of fire hazard risk, fuels, historic fire occurrence, fire effects, climatology and weather; Provided wildland fire planning technical support and coordination with fire management officers, land or resource management staffs, and planners throughout the local area. Selective Placement Factors A minimum 90-day experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
