This position is located in Office of Indiana State Director, Community Programs, Rural Development (RD), United States Department of Agriculture (USDA). The incumbent has responsibility for making and servicing loans/grants for selected loans and grants for rural facilities, utilities, and/or businesses. Remote/Virtual Position: NO This position requires you to be physically present at the Columbia City, Indiana Area Office a minimum of three days per week.

Duties

Reviews and analyzes preapplications, applications and all supporting documents to determine loan or grant eligibility and inputs data into appropriate automated database system. Prepares written loan/grant recommendations and submits to supervisor for review. Provides a wide variety of servicing actions for assigned less difficult loan cases. Works with a program specialist and/or supervisor in the development and implementation of an outreach and marketing program for the servicing area.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. TIME IN GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For GS-09 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07 grade level; or its non-Federal equivalent that demonstrates: Experience assisting higher graded specialists with loan underwriting, processing single family loans up to the point of final approval by a specialist with loan approval authority. Assisting loan specialists with servicing activities on commercial loans for small projects. OR master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Equivalent combination of education and experience are qualifying for this grade level. For the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 grade level; or its non-Federal equivalent that demonstrates: Independently examine applications and corporate financial documents, maintain servicing activities on a variety of mortgage and commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants; determining eligibility for loans and repayment ability; reviewing and approving applications for agricultural, commercial, and bank loans; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience. Education

Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Determine your qualifying experience as a percentage of the experience required. Determine your education as a percentage of the education required. Add the two percentages. The total percentage must equal at least 100 percent. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
