The incumbent is a member of a diverse, multi-professional team who works independently and has extensive experience with portfolio, program, and project analysis and management. The incumbent is expected to demonstrate leadership, initiative, and resourcefulness in executive of their assigned tasks.

Duties

Major Duties: Serves as an OHT Project manager for multiple assigned programs and projects. Works directly with assigned program office leads and other project managers as an advisor to their responsible teams, providing valuable consultative services and problem solving expertise. Assisting in the planning, development, implementation, coordination and evaluation of strategic projects; including the development, elaboration and ongoing review of program and project scope, integration opportunities, cost estimation, schedule, guidelines and deliverables. Responsible for coordinating and leading meetings, conferences, training sessions and other forums to facilitate the communication and coordination with portfolio stakeholders. Maintains and updates the assigned strategy/concept/project's process using appropriate resources (prescribed or internally developed) and in collaboration with program office leadership. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: 1) Provide guidance to stakeholders during all phases of portfolio, program, or project lifecycle. 2) Manage multiple complex programs/projects concurrently and from inception to completion. 3) Apply knowledge of VA policies, procedures and organizational/functional structure to recommend improvement. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or work management crises resulting in sometimes highly stressful work situations.
