Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility, Mission Support Division.

Duties

In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in serving as subject matter experts (SME), analysts and program advisors to management on various procurement functions and activities requiring application of qualitative and/or quantitative methods for assessment of management processes, systems and procurement programs while providing support to management on organizational changes, as well as analyzing trends and patterns to make recommendations on business improvement processes. This position starts at a salary of $103,409.00 (GS-13, Step 1) to $134,435.00 (GS-13, Step 10). Typical work assignments include: Serving as a Level III contracting officer's representative on contracts that include large, complex, multi-year information and technology investments, software, and services contracts. Independently coordinating, analyzing, monitoring, and advising management on procurement activities. Providing expert technical advice and guidance, conducting program reviews and resolving critical problems. Overseeing schedules for contracts and task orders and monitoring costs overburn/ underburn and performance. Overseeing document management for assigned contracts by following an organized means to capture and maintaining easily available, version controlled official documents.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Maintaining contract filing systems and ensuring that files are comprehensive and deliverables are tracked as appropriate. Monitoring all phases of the procurement process from requirements definition/development, pre-award activities, and post-award contract administration through termination/closure of contracts Serving as subject matter expert on contracting matters: mastery of procurement principles, concepts, laws, regulations, techniques and guidelines. Preparing and editing Statements of Work, Market Research, Independent Government Cost Estimation, Justifications, Source Selection Criteria and utilizing systems to conduct research. Education Substitution: Education substitution not available at the GS-13 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/13/2024.
