This position is in the Operations Division, Operations Branch, Office of Aviation, Bureau for International Narcotics and Law Enforcement Affairs (INL/A). INL/A is a multi-mission, multi-country operation providing aviation support for a variety of missions to include transportation, interdiction, eradication, law enforcement operations, and counter-terrorism operations.
Duties
The purpose of the position is to serve as a Deputy Chief of Operations Branch with responsibility for playing a leading role in executing all aspects of the INL/A mission.
Assists in coordinating aircraft and personnel deployments to OCON US narcotics source countries to carry out counter-narcotics/counterterrorism mandate and where appropriate, provide host nation counter-narcotics aviation training and support.
Plays a primary role for integrating and synchronizing INL/A organizational functions across the planning horizons in current operations integration, future operations, and plans integrating cells for the Office.
The operations, training, and safety for the aviation program assets providing air movement support to the U.S. Embassies in two specific areas: fixed and/or rotary wing non-tactical air transportation, and tactical rotary wing aviation support.
As the Deputy Operations Branch Chief, backfills Senior Aviation Advisors (SAA) when necessary. Participates in secure briefing within countries embassy or consulate's secure compartmented information facility (SCIF).

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience coordinating aircraft and personnel deployments to Outside the Continental United States narcotics source countries to carry out counter-narcotics/counterterrorism mandate.
Experience developing operational tactics and techniques and procedures to support aviation operational requirements.
Experience overseeing the operations, training, and safety for an aviation program assets providing air movement support in two specific areas: fixed wing and/or rotary wing non-tactical air transportation for personnel and cargo, and tactical rotary wing aviation support.
There is no substitute of education for specialized experience for the GS-13 position.
