This position is in Region 8, Mission Support Division, Human Resources Branch. Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you need to have at least one year of full time experience equivalent to the GS-12 level defined as experience in providing guidance on ER/LR laws, regulation and case law to managers and employees. Extensive experience and skill in researching and interpreting legal and regulatory program guidance, such as case law, collective bargaining agreements, United States Codes, and the Code of Federal Regulations. Experience responding to disciplinary actions, grievances and appeals. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of administrative case law, regulations and policies. Skill in applying, labor/management-employee relations theory, principles, methods, and precedents. Ability to plan, organize, direct, and evaluate EPA Region 8’s labor and employee relations programs. Knowledge of non-adversarial problem-solving approaches. Skill in applying conflict resolution techniques. Skill in complex fact-finding. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
