This position is located on the Ecological Sciences staff, within the Natural Resources Conservation Service (NRCS), United States Department of Agriculture (USDA). The NRCS mission is to provide resources to farmers and landowners to aid them with conservation. The position location is negotiable for any listed field offices in South Dakota.

Duties

Provides technical support, implementation support, and training for the effective use of automated tools, including Conservation Desktop (CD), ArcGIS, soil data viewer, and others to assist in efficient field office operations. Provides advice to Leadership in using CD as the principal automated tool for conservation planning and field office program management. Inspects and edits digital geospatial data to ensure compliance with applicable specifications; produces and analyzes data necessary for conservation programs. Provides team members with interpretative products such as, maps depicting resource concerns, and maps showing eligibility of landowners for conservation assistance. Assists with State Geodata compilation, working with other technical staffs, field office staffs, and TSP’s in maintaining service center agency geo-data layers that assist in conservation planning and resource assessment.

Qualifications

(NOTE: You must attach a copy of your transcripts. Failure to submit transcripts will result in an ineligible rating.) Basic Requirements: Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites); OR Combination of education and experience: courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown above, plus appropriate experience or additional education. GS-9 Grade Level: In addition to meeting one of the Basic Requirements above, applicants must meet the following Minimum Qualification requirement in order to be considered for this position: Specialized Experience: You must possess at least one year of specialized experience equivalent to the GS-7 level or higher in the Federal service, or comparable experience not gained through Federal service. This experience must have equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. Examples of specialized experience include: utilizing geographic information technology to analyze agricultural, soil, biological, ecological, and resource inventory programs issues and trends. OR Substitution of Education in Lieu of Specialized Experience: 2 years of progressively higher level graduate education leading to a master's degree or equivalent in cartography or a related discipline. OR Combination of Education and Experience: Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. GS-11 Grade Level: In addition to meeting one of the Basic Requirements above, applicants must meet the following Minimum Qualification requirement in order to be considered for this position: Specialized Experience: You must possess at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service, or comparable experience not gained through Federal service. This experience must have equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. Examples of specialized experience include: utilizing geographic information technology to analyze agricultural, soil, biological, ecological, and/or resource inventory programs issues/trends; AND experience in developing, analyzing, coordinating Geographic Information System (GIS) and/or Global Positioning Systems (GPS) technologies and interpretations of soil survey information. OR Substitution of Education in Lieu of Specialized Experience: 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in cartography or a related discipline. OR Combination of Education and Experience: Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position.
