This position is located in an Area Office in USDA/Rural Development (RD) in the location above. The incumbent approves and services loans for Single Family Housing. The selectee will report to the applicable area office USDA-RD office in their current location, as available.
There are two vacancies that may be filled at any of the locations listed.
NOTE: THIS POSITION IS NOT REMOTE OR VIRTUAL. THE EMPLOYEE WILL BE EXPECTED TO REPORT IN PERSON TO THE ASSIGNED DUTY LOCATION.
Duties
The incumbent works with loans and grants made or guaranteed by the government for very-low-, low- and moderate-income families in rural areas to purchase, build or repair single family residences.
Analyzes and inputs data into appropriate automated database systems; analyzes financial and credit data documents to make sound eligibility, feasibility, and creditworthiness determinations on program applications.
Reviews loan applications for completeness and conformance with all RD requirements.
Prepares as applicable, conditional commitment, funding commitment and notification of loan closing, and certificate of eligibility; approves or submits completed applications to approving official.
Reviews and approves construction plans; conducts inspections of construction and repair projects , disburses funds to repair/building contractors and executes documents to protect the interest of the borrower and the government.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-09 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-07 grade level; or its non-Federal equivalent that demonstrates:
Knowledge and understanding of mortgage loan making/servicing and credit principles and practices in order to assess the fundamental soundness of single family housing loans and to independently examine applications, supporting documents, and credit reports, and maintain servicing activities on small mortgage loans. Experience may have been gained in work equivalent to furnishing information to borrowers and applicants on loan programs, eligibility requirements, financial and credit requirements;
Analyzing information provided by loan applicants, determining eligibility for mortgage loans, and making loan recommendations to a senior employee;
Assisting senior level employees in initiating action to graduate borrowers who are eligible for other credit sources

Education
This job does not have an education requirement; however, you may qualify based on the following:
An equivalent combination of experience and education
OR Master's or equivalent graduate degree such as a LL.B. or J.D. or two (2) full years of progressively higher level graduate education if related (see qualifying fields of study below)
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Determine your qualifying experience as a percentage of the experience required. Determine your education as a percentage of the education required. Add the two percentages. The total percentage must equal at least 100 percent. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9.
