This position is located within the Department of Veterans Affairs and Veterans Health Administration in San Juan VA Carribbean Healthcare System, and serves as the primary accounting expert as the Supervisor Accountant.
Duties

Major duties and responsibilities include but are not limited to:
Oversees the daily operation of the accounting and transportation section.
Evaluates staffing needs and work to align with workload and staffing.
Resolves problems in executing a computerized, integrated accounting system
Provides financial advice and performs financial assistance work for internal agency operating programs.
Advises on and/or performs professional financial accounting duties.
Reconciles accounts and prepares balance sheets.
Plans, maintains, tracks, reconciles budgeting and accounting and various accounting systems.
Administers accounting systems.
Gives advice, counsel and instruction to employee on both work and administrative matters.
Serves as local expert authority on reconciliation of integrated accounts.
Oversees the daily operation of the accounting and travel sections.
Develops accounting procedures.
Other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
BASIC REQUIREMENTS:
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by twenty-four (24) semester hours in accounting. The twenty-four (24) hours may include up to six (6) hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (TRANSCRIPT REQUIRED)
OR
Combination of Education and Experience: At least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
A. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six (6) hours of business law;
B. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
C. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., fifteen (15) semester hours, but that does not fully satisfy the twenty-four (24) semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four (4) year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of twenty-four (24) semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the Basic Requirement, applicant(s) must also meet the specialized experience as described below to quality for this position.
Specialized Experience GS-12: One (1) full year of specialized experience which equipped you with the knowledge, skill, and abilities to perform the duties of the position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-11 grade level in the Federal Service. Qualifying specialized experience includes: knowledge of accounting theories, practices, methods, techniques, and understanding of organizational practices, policies, and programs to independently perform a variety of assignments; analyzing accounting systems and modifying/adapting conventional accounting and analytical techniques to solve a variety of accounting problems; implementing revised policies and procedures; and preparing instructions and guidance in the implementation and operation of accounting procedures/programs. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Requirements: Work is mostly sedentary although there may be some nominal walking or standing for short periods of time. The work involves coping with complex demands from a variety of sources that can be regarded as high-pressure work situation. Good eyesight and hand dexterity is necessary to allow for reading from CRT, and accessing information from the various computer systems. Good hearing and speech abilities are necessary in order to handle the extensive telephone contacts. Work sometimes requires long hours to meet project deadlines and to devise corrective action for unexpected technical crises. This can result in a highly stressful work situation. Occasional overnight travel is required.
