About the Position: This is a developmental position as a Marine Cargo Specialist, responsible for cargo stowage planning, overseeing/monitoring, stowing and loading. The incumbent will oversee and/or monitor the stowing and loading, planning and discharge of cargo.

Duties

Inspect ships' cargo holds for required cleanliness and conditions prior to and after loading/discharge operations and ensures correction of inadequacies. Make spot decisions as to allocation of cargo to spaces other than shown on pre-stow plan due to information gained through receiving and shipping activities. Coordinate and make determinations concerning a number of operations simultaneously occurring involving different ships, and locations of cargo. Serve as the key individual to manage and direct cargo into or from commercial and/or military containers in support of vessel loading or discharge and DoD preposition maintenance operations. Resolve problems that may arise between government and contractor and works with all parties to include the contracting officer to resolve. Serve as alternate Contracting Officer Representative (ACOR) during the loading and unloading of vessels. Prepare and provide reports in accordance with the stevedore contract, local regulations and standard operating procedures. Provide training, technical guidance, workload management, and reviewing work of lower-grade Marine Cargo Specialists. Provide technical assistance to both commercial and non-Military Surface Deployment and Distribution Command (MSDDC) military ports with regard to MSDDC sponsored cargo transiting facilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Must complete specific Contracting Officer Representative (COR) on-line courses. Must complete a minimum of 16 hours of COR training every 3 years, or before assuming position if have not performed as COR within previous 24 months.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations; the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position is covered by the 1998 Lautenberg Amendment to the Gun Control Act of 1968 (18 U.S.C.922). Persons convicted of misdemeanor crime of domestic violence are not eligible for the position.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Appointment to this position is subject to requirements of the Personnel Reliability Program apply IAW AR190-13.
  • This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes preparing preliminary cargo stowage plans; managing and/or overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans, or authorizing necessary changes and preparing final plans; coordinating vessel and/or cargo handling activities; resolving problems related to cargo and/or contract issues; providing technical advice, guidance and instructions to nontechnical specialist concerning difficult assignments and problems; inspecting cargo holds and/or vessels for cleanliness and to ensure safety requirements are met; and preparing documentation and/reports in regards to cargo incidents, vessels, and/or service contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
