You will serve as a Logistics Management Specialist in the Industrial Support Department of NAVSUP FLEET LOGISTICS CENTER NORFOLK.

Duties

You will ensure the appropriate planning and acquisition actions are taken so that all Government Furnished Materials is received in support of each submarine consistent with contractual and shipbuilder's construction/availability schedules You will resolve problems encountered or clarifications required regarding contract and schedule requirements You will maintain up to date status of milestone plans and prepare reports utilizing Real Time Outfitting Management Information Systems or equivalent inventory control database You will assist in the performance of surveillance actions of inventory accuracy and control and conduct audits You will develop and implement short range/long range plans to meet the impact of any changes affecting new construction and delivered ships ILS requirements. You will remain alert to, and aware of, changing trends in ILS and related changes to contractual requirements and associated MOAs that pertain to new construction and repair ships contracts.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing logistical support work which requires applying a broad knowledge of logistics principles, concepts and methods that encompasses a wide range of Integrated Logistics Support (ILS) functionality. Specialized experience must include the following 1) Preparing, distributing, and maintaining the Consolidated Shipboard Allowance List and COSAL maintenance products; 2) Planning material acquisition for submarines to meet outfitting/fitting out readiness requirements; 3) Resolving problems relating to receipt of materials, shortages, damage, rejection, repair, return and material transfers; 4) Maintaining availability of Government Furnished Material to support a wide range of shipbuilding developments; 5)Maintaining up to date status of new constriction millstone plans and prepare reports to include audit reports Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
