The primary purpose of the position is to provide administrative information and assistance to the Superintendent or to the manager of the unit and staff, on the practical and technical aspects of office administration, to include budgeting, acquisition and property management, human resources, and other administrative support services, and to perform staff support work in each of these areas.
Duties
Major Duties of the Administrative Support Assistant (OA) position include, but are not limited to the following:
Provides accurate and reliable information on the administrative functions of the park, headquarters, regional office, or center.
Interacts with managers, supervisors, and staff members on matters related to administrative services by attending meetings and serving on appropriate work teams/groups.
Collects data for the unit's operating budget, consolidates material into an annual unit budget; sets up controls to monitor expenses during the year; and recommends budget adjustments including restructuring budget allocations or work plans to deal with changing situations such as varying costs for equipment parts, or services, and changes in the availability of funds.
Serves as technical resource to unit personnel on travel policies and regulations, and provides information on travel allowances and requirements.
Identifies, restructures, and recommends ways of eliminating, combining, simplifying or improving administrative and clerical office procedures and processes.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement-05/20/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for the Administrative Support Assistant (OA) position at the GS-05 grade level, you must meet the following minimum qualifications by the closing date of this announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience must include one of the following: performing administrative functions such as payroll, personnel, travel, and/or correspondence, using office procedures, software, and equipment, organizing and analyzing numerical information, and meeting and dealing effectively with others. You must include hours per week worked.

EDUCATION: Successful completion of at least 4 years of education above high school. You must include transcripts.
-OR-
Successful completion of a combination of education and experience. The total must equal at least 100 percent to qualify. For example, the applicant has 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience). This applicant meets 75 percent of the required experience and 25 percent of the required education. This applicant meets 100 percent of the requirement for 1 year of specialized experience. To qualify for the Administrative Support Assistant (OA) position at the GS-06 grade level, you must meet the following minimum qualifications by the closing date of this announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience must include one of the following: performing administrative functions (e.g., payroll, personnel, travel, and/or correspondence); using established office procedures and equipment; accessing, organizing, and analyzing numerical and financial information; making travel arrangements and preparing travel authorizations and vouchers for self and others; and meeting and dealing effectively with others. You must include hours per week worked.
There is no substitution of education for experience at this grade level.
To qualify for the Administrative Support Assistant (OA) position at the GS-07 grade level, you must meet the following minimum qualifications by the closing date of this announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience must include one of the following: performing and providing guidance on administrative functions (e.g., payroll, personnel, travel, and/or correspondence); using established office procedures and equipment and making recommendations to improve these procedures; strong working knowledge of budget programming, execution, and analysis; maintaining automated systems of program-specific data; making travel arrangements and preparing travel authorizations and vouchers for self and others; scheduling day-to-day office plans and staff schedules; finalizing documents and generating reports using software applications, including electronic mail, spreadsheets, databases and graphics; and having strong communication skills both orally and in writing. You must include hours per week worked.
There is no substitution of education for experience at this grade level.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
