NEXCOM is in search of a committed individual to oversee and manage various aspects of the procurement execution closeout and post-project review phases within the NEXCOM Capital Improvement Program. This role involves supervising specific activities and personnel in the Design and Construction Division, focusing on architectural engineering, contracts, and financial tasks related to capital project execution for new and existing projects across global military installations.
Duties
Develops, administers, and coordinates design, functional plans and specifications, layouts, phasing, construction decoration, fixtures, furniture, and other equipment for new construction and renovation projects across the NEXCOM enterprise of approximately 800 buildings worldwide with a total area of 13 million square feet.
Supervises work performed by subordinate architects and store designers. Ensures accomplishment of functions within broad outlines provided. Develops and implements instructions, directives, facility standards, design, construction, and renovation criteria. Coordinates with other NEXCOM groups and divisions to design facilities by established schedules.
Directs the work of project architects, engineers, and store designers in coordinating design, project phasing, specifications, and cost estimates for construction, renovations, and alterations of Navy Exchange Retail, Food, and Service Shops, and supporting facilities and Navy Lodges. Certifies conformance with NEXCOM standards for construction of Navy Exchanges and Navy Lodges.
Directs, reviews, and approves plans and specifications involving the development of functional equipment layouts and interior design for Navy Exchanges and Navy Lodges. This work ranges from lodge renovations and expansions to the design of shopping center complexes, including retail stores, convenience stores, service stations, service and food outlets, supporting facilities, warehouses, etc.
Establishes required procedures, priorities, and scheduling. Assigns work to staff and provides guidance and assistance in technical areas of varying complexity. Reviews the work of subordinate architects and store designers to ensure completeness of actions, soundness of judgment exercised, adherence to substantive technical requirements, and administrative compliance with existing policies, procedures, and applicable regulations.
Carries out a full range of personnel management responsibilities in connection with associates supervised, such as approving leave, resolving disciplinary problems, completing performance appraisals, cross-training associates to ensure continuity and overall effectiveness, recommending personnel and organizational changes, selecting new associates to fill vacancies, etc.
Serves as a top architectural/engineering advisor to the U.S. Navy on the construction of Navy Exchange facilities and Navy Lodges and provides direction and consultation on matters related to these facilities. Respond to field inquiries and make advisory visits to develop design concepts, functional equipment layouts, and interior design for renovation, expansion, and new construction.

Qualifications
Requires a total of 7 - 10 years of combined experience.
GENERAL EXPERIENCE: Three years responsible experience, which provided the applicant with relevant knowledge in design acquisition, design, construction acquisition and construction processes and procedures. This includes but is not limited to: facilities management, construction and maintenance procedures and concepts, construction planning, material procurement, cost estimating, design and construction project and program management.
AND
SPECIALIZED EXPERIENCE: 7 years of progressively responsible and relevant experience which provided a background in implementing and applying facilities design and construction solutions to complex problems, including, but not limited to: assessing facility conditions and business opportunities; defining customer needs and expectations; visioning scopes of work translating vision/needs into requirements packages; execution of design and construction; providing analysis of alternatives; cost-benefit analysis; tracking, forecasting and reporting of design and construction progress; supervisory responsibility of human resources or similar work which demonstrated the knowledge and ability to ensure effective design and construction practices.

EDUCATION REQUIREMENT FULFILLMENT and 7 years Specialized experience as indicated above.
Current registration as a professional architect or engineer by any State, the District of Columbia, Guam, U.S. Virgin Islands, or Puerto Rico required.
Education
Bachelor's degree in architecture accredited by the National Architectural Accrediting Board (NAAB) or a Bachelor's degree in Engineering, accredited by the Accreditation Board for Engineering and Technology (ABET) OR a degree in architecture or engineering or related field that included 60 semester hours of course work in architecture/engineering or related disciplines such as: architectural or engineering design; structural technology; properties of materials; methods of construction; construction cost estimating; surveying; and project management. The adequacy of such background must be demonstrated by Professional registration as an architect or engineer.
