This position is located with the Bureau of Indian Affairs, Fort Totten Agency, Superintendent - Fort Totten Agency, Branch of Natural Resources in Fort Totten, North Dakota.

Duties
Responsible for grazing permit administration which involves processing of applications for allocation of grazing privileges, grazing advertisement, issuance of grazing permits
Updates automated records that are used in billing permittees for annual grazing fees, payment to land owners, and collection and distribution of money to land owners.
Assists in the development of operating plans in range conservation which involves determining range conditions, range utilization and trend in range condition and makes recommendation on necessary action to correct improper management practices.
Determines acreage by land capability unit on a tract by tract basis as required by the Agency Realty Office for appraisals.
Conducts annual field inspections for livestock brands on the range units to ensure compliance with the conditions and range control stipulations of the grazing permit contract and tribal grazing resolution.
Works with personal computers and Global Positioning System (GPS) data logger to collect, process and maintain GPS and Geographic Information System (GIS) data.
Preparation of modifications to the grazing permit contract such as land withdrawals or additions and changes in season of use and number of head.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for One-Grade Interval Technical and Medical Support Positions and Individual Occupational Requirements for GS-455: Range Technician Series).
GS-7: 1 year of specialized experience* equivalent to the GS-6 grade level in the federal service which involved working with grazing permit administration; and Global Positioning System & Geographic Information System data. Work involving the conservation, regulation, and use of public or Federally controlled lands for grazing; range research activities; work in the operation of a livestock ranch or in assisting in the management or preservation of lands comparable to the public range; and range or forest fire control, prevention, or suppression work. EDUCATION: 1 full year of graduate level education* (18 semester hours, 27 quarter hours or equivalent) that is directly related to this position.
GS-8: 1 year of specialized experience equivalent to the GS-7 grade level in the federal service which involved work in grazing permit administration which involves processing of applications for allocation of grazing privileges, grazing advertisement, issuance of grazing permits and preparation of modifications to the grazing permit contract such as land withdrawals or additions and changes in season of use and number of head. Preparing range management plans and worked with Global Positioning Systems; and Geographic Information Systems. Work involving the conservation, regulation, and use of public or Federally controlled lands for grazing; range research activities; work in the operation of a livestock ranch or in assisting in the management or preservation of lands comparable to the public range; and range or forest fire control, prevention, or suppression work. GS-9: I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-07 grade level in the Federal Service (obtained in either the public or private sector) which involved work in preparing range management plans and worked with Global Positioning Systems; and Geographic Information Systems; Conservation, regulation, and use of public or Federally controlled lands for grazing; Range research activities; Work in the operation of a livestock ranch or in assisting in the management or preservation of lands comparable to the public range; range or forest fire control, prevention, or suppression work; Assisting in developing and implementing resources and use plans; Assisting in conducting field surveys; and assists in providing guidance and direction to Indian landowners. EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.
*SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
